3.1.2 Key personnel listed above shall be the same as shown in the shortlisted Proposer's RFP
Proposal and shall be committed to this Project at the required levels throughout the pre-
construction and construction phases. Should a staff member listed above need to be
replaced for reasons out of the GC/CM's control or the level of staffing required change
during the Project, the Owner and selected GC/CM will negotiate changes to the Specified
General Conditions sum within any component (phase) of the Project. The monthly rates
listed in the RFFP Final Proposal will be used as a basis for compensation to the GC/CM
when negotiating Amendments to the GC/CM Contract. The Owner reserves the right to
review qualifications and experience of individuals proposed to replace key personnel
listed above and further, to reject proposed changes to key personnel listed above on the
basis of qualifications and experience relative to that of the original staff member being
replaced. The Owner reserves the right to terminate the contract, for cause, if a personnel
replacement acceptable to The Owner cannot be negotiated.
3.2 Proposer shall comply with the following instructions in preparing its RFFP Final Proposal.
3.2.1 In the RFFP Final Proposal Form, Proposer shall enter the monthly rate dollar amount for
each Project Staff Position listed on the RFFP Final Proposal Form and multiply it by the
number of months to arrive at the Total Cost for each position over the duration of the
Project. The Total Costs for all positions shall be totaled together with the line identifying
"All Other SGC Costs Required in the Contract Documents" such that the "Total SGC
Cost" in Column C on the RFFP Final Proposal Form equals the bid amount for SGC
Work. (Note that, per 3.1.1 above, some Staff positions are required to be full time,
committed to this project only. Others, at contractor's discretion, do not have to have to
be full time and fully committed to this Project.)
3.2.2 In the RFFP Final Proposal Form, Proposer shall enter the percentage for the Fee
calculation, and multiply it by the estimate of the Maximum Allowable Construction Cost
(MACC) stated on the RFFP Final Proposal Form to determine a single dollar amount for
the Fee. (Note that the MACC for purposes of calculating the GC/CM Fee does not include
Negotiated Support Services, Specified General Conditions, Construction Managers
Contingency(Risk Contingency), Owners Contingencies, Pre-Construction Services Fees
or WA State Sales Tax.) The dollar amount for the Fee will be added to Total SGC Cost
to determine a single amount, which shall be the Proposer's Total Bid for the Project.
3.2.3 The Proposer's business name, address, other contact information, Contractor's
Registration Number, UBI Number, and Employment Security Department number of the
Proposer shall be typed or printed on the RFFP Final Proposal Form in the space provided.
3.2.4 RFFP Final Proposals must be (1) submitted on the RFFP Final Proposal Form furnished
by Owner or a copy of this form, and (2) manually signed in ink by an authorized
representative of the Proposer.
3.2.5 Proposers shall submit bids on the RFFP Final Proposal Form. Only the amounts and
information required on the RFFP Final Proposal Form furnished by the Owner will be
considered as the RFFP Final Proposal. All blanks must be completed and, if left blank, it
will be assumed that the cost is included in either the Fee or the All Other SGC Costs
category and will not be separately reimbursable.
3.2.6 Receipt of all addenda must be acknowledged by identifying the addendum number in the
space provided in the RFFP Final Proposal Form.
3.2.7 Neither a bid bond nor a letter from surety will be required as part of this procurement
process.
City of Everett Municipal Building February 3,2023
Everett Municipal Building Public Works Tenant Spec Sect 00 22 13
Improvements
00 22 13-3 RFFP for GCCM Services
RFFP for GC/CM Services
