Any vehicle that cannot physically meet this criteria will post the number(s) as <br /> prescribed by the chief of police at the time of inspection. The number assigned <br /> each vehicle shall correspond with the number placed on the license indicia. <br /> C. Interior Posting Requirements. It is unlawful for any for-hire vehicle to fail to have <br /> conspicuously displayed, a permanently affixed sign, placard, card of plastic or <br /> metal or similar type material on the interior of the vehicle where it is readily <br /> discernible by a passenger from the rear seat. The letters and numerals shall be in a <br /> contrasting background and no smaller than three-quarters inch in height. The sign <br /> shall contain the company/for-hire vehicle name and number and the current <br /> telephone number where the owner of the for-hire vehicle can be reached. It is <br /> unlawful during the hours of darkness to fail to illuminate sufficiently such name <br /> and numbers. <br /> Section 28: Driver's dress. <br /> All for-hire drivers shall be neatly dressed and clean in appearance. <br /> Section 29: Taximeter requirements-Inspection. <br /> A. It is unlawful for any person to drive or operate, or engage in the business of <br /> operating,taxicabs or special service vehicles, unless each of such taxicabs or <br /> special service vehicles is equipped with an instrument or device by which the <br /> charge for hire of such taxicab or special service vehicle is mechanically measured <br /> or calculated either for the distance traveled by such vehicle or for waiting time, or <br /> for both, and upon which such charges shall be indicated by means of figures, such <br /> instrument or device to be hereinafter referred to as a taximeter, and it is unlawful <br /> for any person operating or driving, or engaged in the business of operating a <br /> taxicab or taxicabs or special service vehicle or vehicles,to charge,use, demand, <br /> collect or receive any fare, rate or charge which is not directly based, measured <br /> and computed upon the record on the reading face of the taximeter used on such <br /> taxicab or taxicabs. It shall be the duty of the owner, driver, or any other person <br /> having possession or control of a taxicab or special service vehicle to keep such <br /> taximeter accurate and in good working condition at all times. <br /> B. No license shall be issued for a taxicab or special service vehicle until the taximeter <br /> attached thereto has been inspected by the city or its agent and found to be within <br /> acceptable tolerance. Upon approval, a lead and wire seal shall be plainly posted <br /> and attached to the taximeter. The chief of police shall inspect all taximeters prior <br /> to the issuance or renewal of a license for a taxicab or a special service vehicle and <br /> shall have the right to inspect them at any other time. It is unlawful for any person <br /> to fail, resist or refuse the chief of police to test and reinspect the taximeter at any <br /> time. <br /> C. It is unlawful to carry or use a taximeter unless the same carries thereon an <br /> unbroken seal affixed thereto . <br /> D. After sundown, it is unlawful if the face of every taximeter is not illuminated by a <br /> suitable light so arranged as to throw a continuous steady light thereon and be <br /> readily discernible by passengers. It is unlawful to fail to install every taximeter at <br /> the right side of the driver, either adjoining the cowl or dashboard of the taxicab <br /> 16 <br />
