2. For-hire vehicle driver's license fee-Thirty dollars for initial license and fifteen <br /> dollars per year for renewal;in order to qualify for renewal, must have been licensed for <br /> the previous year. <br /> B. The fees set forth in this schedule are nonrefundable. <br /> Section 11: For-hire vehicle business license-Required - Issuance or nonissuance. <br /> A. It is unlawful to own or operate a for-hire vehicle, or engage in the business of <br /> operating as a taxicab or for-hire vehicle in the City without first having obtained a <br /> license from the city clerk covering each and every vehicle so used to be known as <br /> a for-hire vehicle business license. <br /> B. The operation of a for-hire vehicle business is a privilege, not a right. An applicant <br /> or licensee's ability to satisfy stated criteria for a for-hire vehicle business license <br /> does not create a right to a for-hire vehicle business license. <br /> C. A license will be denied to any person if the city clerk, after due investigation, finds <br /> that the applicant has done any of the following: <br /> 1. Made any false statement on the application or omitted information required on the <br /> application; <br /> 2. Committed any felony within ten years preceding the application,the commission <br /> of which is directly related to the applicant's ability to operate a for-hire vehicle <br /> business, such as crimes of moral turpitude or crimes pertaining to alcohol, <br /> controlled substances, prostitution, gambling, dishonesty or physical violence; <br /> 3. Exhibited conduct within the past five years in driving, operating or engaging in <br /> the business of operating any for-hire vehicle which would lead the city clerk to <br /> reasonably conclude that the applicant will not comply with ordinance <br /> requirements relating to vehicle safety and sanitation standards, insurance <br /> requirements, or vehicle and driver licensing requirements; <br /> 4. Been refused a for-hire license or had such license revoked under the provisions of <br /> this ordinance; provided, however,that any applicant denied a license under the <br /> provisions of this ordinance may reapply after one year from the denial if the basis <br /> for denial no longer exists; <br /> 5. Engaged in the business of operating any for-hire vehicle for which a license is <br /> required, while unlicensed or on a license suspension; <br /> 6. Used, or authorized to be used, a trade name, color scheme or other identification <br /> upon a for-hire vehicle or in any advertising or public listing,which was likely to <br /> be confused with the registered trade name, scheme or identification of another <br /> licensee or which tended to deceive or mislead the public as to the type of service <br /> offered; <br /> 7. Failed to provide insurance coverage as required in this ordinance; or <br /> 8. Failed to pass the written examination required in this ordinance. <br /> D. A license may be denied to any person if the applicant has exhibited past behavior <br /> from which the city clerk could reasonably conclude that the applicant does not <br /> possess the skill, care and judgment necessary to operate a for-hire vehicle <br /> business with due regard for the safety of passengers and the public at large or that <br /> the applicant does not possess the trust and honesty necessary in operating a for- <br /> 6 <br />
