July 27, 2023 <br />3 <br /> <br />• The Client will obtain the necessary rights of entry to the properties. <br />• The Client will provide existing reports and records describing site conditions of the project area (if <br />available). <br />• Off-site critical areas will be approximated. <br /> <br />Deliverables: <br />• Preliminary depiction of wetlands with categories and buffers for use in site planning. <br />• Draft and Final Critical Area Report (with data forms, ratings, and maps) <br />• Correspondence via email <br /> <br />Task 3 – Mitigation Review <br /> <br />The Consultant will conduct a preliminary impact evaluation and provide mitigation consultation and <br />recommendations. <br />Work Elements: <br /> <br />• Review the proposed project plans supplied by the Client to determine potential impacts, permitting, and <br />mitigation requirements. <br /> <br />Assumptions: <br />• The Client will provide the preliminary site plans for the Consultant to evaluate for impacts. <br />• The review includes a preliminary impacts assessment and regulatory review to consider permit <br />implications, documentation, and conceptual mitigation (as applicable and feasible) according to the <br />City of Everett Critical Areas Ordinance Chapter 19.37 and interagency guidance. <br />• Wetland impacts are assumed to fall under the jurisdiction of Section 404 of the Clean Water Act 1. A <br />separate scope and fee schedule will be drafted to coordinate and prepare documentation to support <br />consultations with the US Army Corps of Engineers (USACE) and federal agency stakeholders. <br /> <br />Deliverables: <br />• Technical memorandum summarizing findings on potential critical area impacts, permitting, and <br />mitigation needs. <br /> <br />Task 4 – Cultural Resources Support and Inadvertent Discovery Plan <br /> <br />The project will be funded by a grant from the Department of Ecology and is therefore subject to Governor’s <br />Executive Order 21-02. The consultant will prepare a Department of Ecology Cultural Resources Review Form <br />(ECY 070-537) for submission to the Department of Ecology. The completed form will include a detailed <br />description of the Area of Potential Effect (APE) and project activities. The Consultant will also prepare an <br />Inadvertent Discovery Plan (IDP) using the Department of Ecology template. <br /> <br /> <br /> <br />1 as of the date of this scope of services.
