the place of beginning; Provided , that no "Dance Cafe" or restaurant permitting dancing or other entertainment license shall be granted , either by original issue or transfer , to any person, .association, copartnership or corperction in a block or within a block where a church is now or may hereafter be located, distance to be measured by estahlieleed street lines; Provided, further , that the number of li- censes issued for "Dance Cafes" in. the city of Everett shall rot exceed eight (8). Section 4 . No license granted hereunder shall be transferable without the consent of the City Council acting after the investigation of and upon the recom- mendation of the Commissioner of Public Safety , nor shall any "Dance Cafe", or restaurant permitting dancing or other entertainment , business or occur ation be conducted at any other place than that specified in the license therefor. Section 5. No immoral, indecent, suggestive or obscene dances or entertain- ment shall be given or carried on. in any building, room, hall or other place cer_sed under the provisions of this Ordinance . Every such building, room, hall or othee lace used for a "Dance Cafe" or restaurant permitting dancing or other entertainment shall be kept in a clean and sanitary condition . P,il buildings, halls, rooms or other places where or in which such "Dance Cafe" or restaurant permitting dancing or other entertainment is located , as well as all halls, rate , corridors or places connected therewith or leading thereto, shall• a.t all times , while open to the public , be fully lighted, and every public "Dance Cafe" or any place where public dances or other entertainment are carried on, as provided in this Ordinance , shall at all times be kept in a clean, healthful and sanitary condition, and all stairways , halls , passages and rooms connected with such "Dance Cafe" or restaur- ant permitting dancing or other entertainment establishment shall be kept open and well.. lighted. No "dimmers" or other like devices shall be permitted . Section 6 , Police officers and inspectors in the Health Department of the City of Everett shall always have free access to all parts of said "Dance Cafe", or restaurant permitting dancing or other entertainment , for the purpose of in- spection , and to enforce compliance with the provisions of this Ordinance .. Section 7 . It shall be unlawful to conduct , operate or carry on any so- called "Jitney Dance" in said Dance Cafe or restaurant permitting dancing or other entertainment; and further , it shall be unlawful to conduct, operate or carry en any public dance therein whereby any female person shall receive any compensation of any kind for dancing with any male person , or where such female person shall be or remain in the employ of the mnnage;nent of the "Dance Cafe" or restaurant permitting -2-
