drawings based on the best available information, and discrepancies can be resolved during
construction; selective demolition is recommended prior to construction to verify significant
conditions that may impact the project. If preferred, use two designations on the drawings to
distinguish between existing construction being permitted and new construction. Note that all
existing unpermitted construction is required to comply with the current codes; opening of wall
and ceiling finishes may be required by the inspectors to verify the construction.
The building code requires all projects involving modifications to the building to install smoke
and CO detectors (IRC Sections R314.2.2 and R315.2.2; see the WAC amendments for both of
these citations). Work involving only roofing, door and window replacement, and utility -only
projects (i.e., electrical, plumbing, mechanical) are exempt from these requirements. Properly -
located detectors are exempt from the requirement to interconnect the smoke alarms.
Buildings are also required to provide at least one handrail at all stairways, and guards along all
walking surfaces higher than 30" above the adjacent lower surface or ground (2015 IPMC
Section 307.1); these are required for every building regardless of whether a project is
performed.
