City of Everett Point Industrial Center (EPIC) Bridge Project <br /> <br /> Page 14 of 28 <br /> <br />WORK ELEMENT 4 ENVIRONMENTAL PERMITTING <br />This work element is performed by Perteet and intended to provide environmental <br />documentation that will eventually support the National Environmental Policy Act (NEPA), the <br />State Environmental Policy Act (SEPA), and local permits/approvals. Perteet anticipates the <br />EPIC Bridge TS&L study will confirm the anticipated area of potential effects and provide the <br />basis for the NEPA process required to implement bridge design, permitting, and <br />construction. Perteet anticipates the project will rely on federal funding administered through <br />WSDOT Local Programs They therefore assume that the WSDOT will be the lead coordinator <br />for NEPA. While it is expected that the project will qualify for a Categorical Exclusion (CE) <br />under NEPA, the actual NEPA requirements will not be fully understood until the TS&L <br />advances to a more clearly defined set of alternatives. Therefore, environmental documentation <br />produced under this scope of work will be presented in the form of an Environmental Review <br />Memorandum that will identify the anticipated environmental impacts and possible mitigation <br />scenarios associated with bridge development. Formal NEPA submittals and/or environmental <br />permit applications are not included in this scope of services. <br /> <br />Specific tasks under this element include: <br /> <br />4.1 Task Management <br /> <br />This task involves overall task management that includes monthly progress reports, invoicing, <br />coordination, and meetings. <br /> <br />4.2 Review of Existing Environmental Documentation <br /> <br />Perteet understands the AGENCY has compiled environmental information relevant to the EPIC <br />site. Under this task, Perteet will compile existing information and identify its applicability to <br />the EPIC Bridge TS&L and list the remaining data to collect to support future NEPA <br />evaluations. Specific activities will include: <br />• Gather and evaluate county, state, and federal GIS resource information and gather <br />existing environment information compiled by the AGENCY, including documentation <br />from the PW Siting study and more recent studies on the natural and built environment <br />conditions that may be affected by the project. <br />• Reduce information to summary information that identifies existing documentation that <br />will support NEPA evaluations and a list of additional environmental information that <br />will need to be collected and evaluated in order to inform the environmental review <br />process. <br />• Meet with the AGENCY to review the findings of the data review and recommendations <br />on additional information necessary to support the TS&L. <br /> <br />Deliverables: <br />• Environmental Information Summary Memorandum with recommendations for <br />additional data collection. <br />• Exhibit showing the extent of existing environmental information and locations for <br />additional data to be collected. <br />Exhibit A
