City of Everett Point Industrial Center (EPIC) Bridge Project <br /> <br /> Page 25 of 28 <br /> <br />WORK ELEMENT 9 - TRAFFIC CONTROL <br /> <br />This work element is performed by Kimley-Horn & Associates (Kimley-Horn) to provide detour <br />and traffic control plans for the Contractor’s use in constructing the proposed bridge and <br />roadway improvements under both single and double-span scenarios. The traffic control effort <br />will include the following activities: <br /> <br />9.1 Administration <br /> <br />• Monthly Progress Reports and Invoicing <br />• Team Management and Coordination <br />• Meetings <br />• Hearing <br /> <br />9.2 Traffic Analysis <br /> <br />• Field Work <br />• Existing Condition including railway Ave and 23rd Avenue access needs <br />• Operations During Construction <br />• Future with Bridge Open <br />• Potential Impact w/ Reroute & Mitigation including planning level options to discourage <br />EPIC traffic, especially freight, from using E. Grand Ave <br />• Evaluation Matrix and Recommendations including input on need of Railway Ave <br /> <br />9.3 Traffic Control Plan <br /> <br />• Traffic Control Plan <br /> <br />Deliverables: <br />• Traffic analysis: <br />o Impacts on Everett Avenue/Grand Avenue area with the new and <br />mitigation to prevent use of E. Grand for ingress/egress to EPIC site <br />connection. <br /> Mitigation to address impacts and/or diversion of trips <br />(inclusion of future development potential) <br />o Impacts to Railway Avenue with a single-span vs double-span (i.e., <br />closure of west Railway Avenue spur) <br /> <br />• Traffic Control Plan <br /> <br />Assumptions: <br />Exhibit A
