City of Everett Point Industrial Center (EPIC) Bridge Project

• Kimley-Horn will complete a traffic analysis showing the impacts of the single and
double span on local operations using standard synchro analysis of key intersection delay
and standard travel speed for the completed bridge.

• Additionally, Kimley-Horn will identify construction closure impacts on Railway Avenue
and Everett Avenue.

• Impacts on Everett Avenue from the NB I-5 ramp to the East Grand intersection with the
new bridge in place will be identified with potential mitigation /signage/changed traffic
control if warranted.

• Collect data to identify what existing volume and type/mode of traffic will be impacted
for each closure/detour option.

• Attend up to a total four (4) AGENCY meeting(s) to discuss travel routes/detour option
impacts.

• Attend a total of three (3) team meeting(s) to discuss what type and duration of closures
and needed for which phase of the bridge reconstruction.

• Attend up to two (2) neighborhood meetings to present and discuss closure plans.

• The exact limits of the traffic control will be determined jointly between the AGENCY
and the Consultant and are dependent on full closure or partial closure. The plans will
conform with MUTCD and/or WSDOT/AGENCY procedures/standard plans.

Exhibit A
