PGSF WMVD Storm and Combined Sewer Design Scope of Work 08-25-2023 <br /> <br />11 of 41 <br /> <br />Category 2: Sensitive information <br />Category 2: For official use only / disclosure permissible by law. <br />• Evaluate whether project labor agreements have been used on comparable projects in the <br />region by interviewing utilities with comparable projects <br />• Document findings in TM <br /> <br />Task Assumptions: <br />• Evaluation will be conducted based on the understanding of the project and it’s components <br />from the planning level documents available at the time of the execution of this scope of <br />work. <br />• Evaluation will be conducted using the resolution in force at the time of the evaluation. If any <br />modifications are made to City of Everett Resolution No. 7461 that substantially affect the <br />level of effort required to perform this evaluation, funds from the Unanticipated Services task <br />may be used to supplement this effort, at the discretion of the City of Everett Project <br />Manager. <br />• Factors such as potential for labor disruptions, shortage of skilled workers will be evaluated <br />qualitatively as numerical assessments of such factors are highly uncertain and variable. <br />Everett Responsibilities <br />• City of Everett will make determination on whether the project shall be recommended for a <br />Project Labor Agreement <br />• City of Everett will conduct any required briefings to City Council <br />Meetings <br />• None <br />Work Products <br />• Project Labor Evaluation TM <br />Support Services <br />Support Services describes additional activities required to support the design and permitting of the <br />proposed improvements. The information gathered within the following phases will be used to <br />develop the detailed design, complete environmental and City permitting, coordinate grant funding, <br />provide coordination with the ongoing PGSF site improvements, and provide confirmatory modeling <br />of the actual designs. <br />Phase 310 – Geotechnical Investigations <br />Objective: to provide geotechnical services to support design of the improvements. Geotechnical <br />activities are being led by HWA Geosciences Inc. (HWA). <br />Activities/Approach: <br />• Project Setup: HWA will initiate the project and set up billing information in support of <br />invoicing throughout the project. <br />• Project Management: HWA will provide project management including communications and <br />coordination with the design team. HWA will provide task management to all geotechnical <br />related aspects of the project. HWA will correspond with the design team in the form of <br />meetings, emails, fax, and telephone calls, as necessary.
