PGSF WMVD Storm and Combined Sewer Design Scope of Work 08-25-2023 <br /> <br />23 of 41 <br /> <br />Category 2: Sensitive information <br />Category 2: For official use only / disclosure permissible by law. <br />Work Products <br />• Three 1-page Design Milestone Model Confirmation brief memos <br />o 30% Design <br />o 60% Design <br />o 90% Design <br />Phase 380 – Traffic Control <br />Objective: Prepare Temporary Traffic Control Plans, Specifications and Estimate for all four <br />construction phases of the PGSF WMVD Storm and Combined Sewer project. Traffic Control activities <br />are being led by KPFF. <br />Activities/Approach: Develop a Temporary Traffic Control strategy which covers all four phases of the <br />project. Coordinate with the utility design team to review Traffic Control limitations and opportunities <br />related to constructability. Incorporate Traffic Control property access limitations into the design and <br />specifications. Respond to and incorporate City of Everett Review comments related to Temporary <br />Traffic Control. <br />Task Assumptions <br />• Traffic control plans will be developed in accordance with the Manual on Uniform Traffic <br />Control Devices (MUTCD) requirements, City of Everett requirements, and WSDOT Standard <br />Specifications. <br />• Perform two (2) site visits. <br />• Prepare Traffic Control Plans to support inspection of the 48” line between California street <br />and 25th Street (CO-8). <br />• Traffic Control plans, specifications and cost estimates (PS&E) will be prepared for 60%, 90% <br />and Final permit submittals. <br />• The Work will be split into four separate construction packages with a 60%, 90% and Final <br />phase for each. <br />• Cost Estimate will be Lump Sum for “Project Temporary Traffic Control.” <br />• Work will comply in accordance with the WSDOT/APWA Standard Specifications. Special <br />provisions will be prepared and will consist of WSDOT/APWA General Special Provisions <br />(GSPs) and City of Everett GSPs. <br />• City of Everett is the traffic control permitting authority. WSDOT review and approvals will not <br />be required. <br />• It is assumed that the Port of Everett access point at the NE corner of their property at Lower <br />Norton Drive can be closed during construction in the vicinity. Assumption to be coordinated <br />with timing of the main PGSF site construction activities. <br />• It is assumed that the utility work zone will accommodate two-way traffic remaining open for <br />the majority of the project. <br />• Utility installations beneath the BNSF railroad will be done with trenchless methods. <br />• For long linear portions of the project work, Temporary Traffic Control plans will be developed <br />assuming the entire length is one work zone. Traffic Control plans will be prepared showing <br />anticipated phasing across intersections. If necessary, the contractor can prepare Traffic <br />Control Plans for smaller work zones based off of the approved Traffic Control plans. <br />• The City will pay any permit fees related to City traffic control plan review. The design team <br />will respond and incorporate permit review comments.
