P <br /> 4S • <br /> The official title of said Superintendent shall be Superintendent of <br /> Everett Water Department. He shall be appointed by the Commissioner of Public <br /> Works and his appointment shall be confirmed by .the City Council of Everett . . <br /> He shall be the administrative head of the Water Department with authority <br /> to employ and discharge employees of said department by and with the advice <br /> and consent of the Commissioner of Public Works of said City. <br /> Section 4. The salaries of officers and employees of the Water Department <br /> shall be fixed by the City Council of Everett, by ordinance, to conform with <br /> the departmental budget, as authorized by the Council. <br /> Section 5 Overhead Charges: <br /> There shall be charged to the Water Department such sum per annum as the <br /> City Council may fix as a General Expense item, for reimbursement to the De- <br /> partments of Finance , Public Works and Safety, and the office of City Attorney <br /> for general supervision and additional work of said departments for the Water <br /> Department. <br /> Section 6 - Accounts: <br /> The City Clerk shall keep the Water Accounts for the Water Department. <br /> Section 7. The City Treasurer shall be custodian of the Water Depart- <br /> ment Funds . <br /> Section 8. The system of financing improvements, renewals and exten- <br /> sions of the Everett Water Department shall be as follows: <br /> LATERAL LINES: <br /> All lateral lines up to and including six inches in diameter, including <br /> temporary lines, shall be paid for by local improvement assessments to be <br /> levied upon the property benefitted, subject to credits as hereinafter set <br /> forth. By the term "standard lateral line" is meant six inch steel or cast <br /> iron pipe line including fire hydrants, from which service connections are <br /> made to adjacent property . By the term "temporary line" is meant any pipe <br /> of less than six inches diameter, or any six inch pipe other than a "stan- <br /> dard lateral line ." <br /> (1) Temporary lines shall be charged to property benefitted. When <br /> it becomes necessary to replace any temporary line with larger lines or <br /> with standard construction, the property benefitted shall be assessed the <br /> -2- <br />
