Section 16 - Leakage and Waste <br /> All persons taking water shall keep the service pipes and fixtures within <br /> their premises in good repair and protected from frost at their own expense , <br /> and shall be liable for damages which may result from failure so to do. No <br /> deduction from water rate will be made on account of service pipes being fro- <br /> zen up . Water running to waste to prevent freezing will be shut off and a <br /> charge of two dollars will be made for the expense of inspection and shutting <br /> the water off and turning the water on. <br /> Water will not be furnished where there are any defective or leaking fau- <br /> cets , closets or other fixtures, and when such may be discovered, the supply <br /> shall be withdrawn, and shall not be turned on again until the charge for the <br /> inspection and turning the water off and on has been paid to the Water Depart- <br /> ment. <br /> Section 17 - Access To Premises <br /> Water inspectors, or others delegated by the City for the purpose of in- <br /> specting the condition of pipes , to ascertain the quantity of water used or <br /> any waste, or to obtain other information relative to the use of water, shall <br /> have free access to all premises supplied with water between the hours of 9 <br /> A.M. and 5 P.M. The Water Department may discontinue the supply of water to <br /> any premises where access is denied to its inspectors or agents. <br /> Section 18 - Definition for Rate Making Purposes <br /> An apartment house is a building containing three or more apartments . <br /> Bungalow apartment is a group of buildings containing three or more apart- <br /> ments under separate roofs, which are supplied by a central heating plant with <br /> heat and hot water, all being under the same ownership; provided further that <br /> central heating plant shall not cross any dedicated street or alley; and pro- <br /> vided further that the superintendent of the Water Department shall determine <br /> the size of the service pipe to supply said premises . <br /> A duplex apartment is a building containing two apartments only. <br /> Combination commercial business and domestic consumers under the same <br /> roof, or a detached building occupying the same platted lots directly in rear <br /> of the main building, shall be rated as two or more consumers. <br /> A room is considered such when it measures six feet by eight feet or larger. <br /> -7- <br />
