or disturbance of the public order or decorum, or allow any noisy, riotous or dis- <br /> orderly conduct, or sell or give , or permit to be sold or given, any beer or wine <br /> to any person already intoxicated or to any person not of legal majority, or per- <br /> mit or allow any minor to be , or remain in, or about any beer parlor under his <br /> management, supervision or control . <br /> No person under the age of legal majority shall go into, or remain in any beer <br /> and wine parlor. It shall be unlawful for any person to cause , permit, suffer or <br /> allow any theatrical , minstrel show, exhibition, card playing, games of chance or <br /> other entertainment of a like nature to take place in any beer end wine parlor. <br /> Arrangement of Beer Parlors <br /> Section 10. No female shall be admitted to any beer and wine parlor, except <br /> to those having a definite partition where women. may enter, and no men shall en- <br /> ter this special partition unless accompanied by a woman. This does not apply to <br /> places handling beer and wine under license where such beer and wine is not con- <br /> sumed on the premises nor to restaurants where beer and wine is served. <br /> Granted or Cancelled by Council <br /> Section 11 . The power to grant or refuse any license to sell or in any manner <br /> dispose of beer and wine in the City of Everett shall. be and remain in the Council <br /> and nothing contained in this Ordinance shall be construed to grant any vested right <br /> in any person for the issuance , assignment , transfer, renewal, re-issue , or contin- <br /> uance of any license , and the right and power shall be and remain at all times <br /> vested in the Council to cancel any license . No license or renewal thereof nor <br /> any transfer of the place of license where such business is conducted shall ever <br /> be granted except by majority vote of the City Council . No license shall be granted <br /> to a grocer, a restaurateur, a druggist, or hotel, unless said applicant shall have <br /> beer. established in business in Everett at least one year . <br /> Screens and Boxes <br /> Section 12. It shall be unlawful to have any screen or bootblack stand or <br /> other obstruction in. front of any beer parlor, and during the time when any beer <br /> parlors are required to be closed under the provisions of this ordinance , all. screens <br /> and curtains shall be removed so that any person upon the sidewalk may obtain an <br /> unobstructed view of the interior of said beer and wine parlor . <br /> Liability <br /> Section 13 .
