restoration of the building to its previous legally permitted condition. See IRC Sections R102.7.1, <br />R105.1, and R113.1. <br />4. The house is subject to Code Enforcement action per File No. CE21-0824. The drawings to not provide <br />sufficient information to address the unpermitted conditions and should be revised. See IRC Section <br />R105.1 and R113.2. <br />The submitted drawing appears to show creation of an ADU inside the existing building. The building <br />has not been permitted for an ADU or apartment unit. Contact the Planning Department for more <br />information on requirements for ADUs. <br />6. The construction drawings should include all levels of the house. Detailed construction information is <br />not required for areas that are not included in the proposed scope -of -work. At a minimum, the plans <br />should show the walls, doors, egress routes, windows including egress windows, smoke and CO alarms, <br />and use of each room. See IRC Section R106.1.1. <br />The proposed project appears to involve work that is not clearly shown including but not limited to <br />modifying walls, doors, floors, roof, windows, sinks, showers, and toilets. All proposed work should be <br />clearly shown in the drawings. The drawings should clearly delineate between existing and new work <br />using established drafting standards. All demolition should be shown on the existing floor plans. All <br />new construction should be shown on the new floor plan. Where the proposed project includes <br />modifications to existing building components (e.g., gypsum wall board, insulation, etc.), these <br />components should be similarly delineated from existing component that are not being altered. See <br />IRC Section R106.1.1. <br />Architectural: <br />8. Handrails should be specified for all stairways. See IRC Section R311.7.8. <br />9. The bedrooms should have emergency egress openings. The minimum opening dimensions and area, <br />and maximum bottom sill opening height of the floor, should be specified. Provide a window well at <br />below -grade locations. Structural modifications may be required. See IRC Section R310. <br />10. Smoke and CO alarms should be provided per IRC Sections R314 and R315. The locations of all alarms <br />should be shown on the plans. The alarms should be hardwired, interconnected, and provided with <br />back-up battery power as required. <br />11. The roof details should comply with the ventilation requirements of IRC Section R806 and WSEC <br />Section R402.2.3. Include a calculation for the minimum required ventilation area in the drawings. The <br />vents should be equally distributed between the roof eaves and ridge, and around the building <br />perimeter. <br />12. Insulation should be specified for all exterior walls, floors, slab -on -grade, and ceiling/roof cavities per <br />WSEC Table 402.1.1. <br />13. The project may include exposing the exterior envelope cavities for the entire building. The building is <br />required to be insulated per WSEC Section R503.1.1.
