JULY2022 I STORMWATER SITE PLAN <br />10 PERTEET <br />4.0 OFF -SITE ANALYSIS <br />An off site analysis was performed. This analysis Included an on -site and downstream assessment and is limited <br />by the scope and fee of this project. Under the guidance of Ecology's Stormwater Management Manual <br />(SW MM), an off -site analysis is optional but recommended. An off -site analysis shall assess apparent and <br />potential impacts to downstream waters, including but not limited to: water quality, erosion, slope stability, and <br />upstream conditions, and or run-on. In doing so, areas that may benefit from cournwater BMPs, water quality <br />facilities, and or flow control facilities beyond what s required under the minimum requirements of the project can <br />be identified. <br />See Figure 1.0.1 in Section 1.0 for the Site Vicinity Map <br />4.1 Resource Review <br />Based on the anticipated impact of this project and its proximity to the receiving water (Silver Lake) the off site <br />analysis is limited and does not Include a complete and thorough review of all resources that may be available. <br />The project is located within Section 19, Township 28N, Range 5E of the Willamette Meridian and is a linear trail <br />within the public right-of-way along Silver Lake and through Sullivan Park in the City of Everett, Snohomish <br />County, Washington State. The project is within Water Resource Inventory Area (WRIA) e8-Lake Washington - <br />Cedar -Sommamish watershed. <br />The project limits have historically been a park (5ullivan Park) or public right-of-way. <br />According to the Washington Department of Fish and Wildlife, Silver Lake Includes stocked Rainbow Trout, <br />Krouse, and Largemouth Bass and resident Rock Bass and Yellow Perch. <br />The topography generally varies from rolling to flat as the project limits approach Silver Lake with steepest slopes <br />approaching approximately 16% <br />SERA and JARPA documentation indicated that a review of the US Fish and Wildlife Services Information for <br />Planning and Consultation (IPi Washington Department of Fish and Wildlife Priority Habitat Species (PHS), <br />and Washington Department of Natural Resources Natural Heritage Program (WNHP) revealed that no <br />threatened or endangered species are known to be on or near the project locations. <br />The project site has a shoreline master program designation of Urban Conservancy Recreation. <br />One wetland is mapped in the wooded area on the west side of Silver Lake Road. The wetland is on the opposite <br />side of the road approximately 240 feet from the project site. <br />Silver Lake is listed on the Washington Department of Ecology's 303(d) list with the following: <br />• Bacteria <br />• Polychlonnoted Biphenyls(PCBs) <br />SERA documentation indicates that: a review of the Washington Department of Ecology cleanup sites database <br />revealed five sites within one-half mile from the project location. No hazmat sites are mapped to occur in the <br />project location. Any potentially contaminated sails encountered during construction will be profiled and disposed <br />
