2.0 SITE DESCRIPTION <br /> 2.1 Existing Conditions <br /> This report presents the cleanup action plan (CAP)for the former Smith Street Sawmill Property <br /> (Site) located at 3600 Smith Avenue in Everett,Washington.As discussed in the RI Report(GeoEngineers <br /> 2018),discrete localized areas of soil at the Site are contaminated with petroleum hydrocarbon <br /> constituents(i.e., carcinogenic polycyclic aromatic hydrocarbons [cPAHs])at concentrations that exceed <br /> the MTCA Method A cleanup level for unrestricted land use.As explained in this CAP,the Site meets <br /> Washington State Department of Ecology's(Ecology)eligibility criteria for use of a model remedy for <br /> Petroleum Contaminated Soils.As explained in Ecology's publication "Model Remedies for Sites with <br /> Petroleum Contaminated Soils" revised December 2017, Ecology developed standardized cleanup <br /> methods called "model remedies"to help streamline and accelerate the pace of cleanups. Seven model <br /> remedies were developed for petroleum-contaminated soil. <br /> The model remedy appropriate for the Site ("Model Remedy 3") is presented in this CAP.A separate <br /> Feasibility Study(FS) is not needed for Sites eligible for the Model Remedy. <br /> 2.2 Proposed Construction Activities <br /> The Property(Snohomish County Tax Parcel Numbers:00-5760-019-000-05,00-5760-019-000-06,00- <br /> 5760-043-000-02,00-5760-012-000-03, 29-0529-003-008-00, 29-0529-002-012-00, 29-0529-003-030-00 <br /> and 29-0529-003-010-00) is owned by the City of Everett(City) and will be redeveloped by the City in the <br /> near future for transit vehicle parking. <br /> Construction activities will include erosion control measures, excavation,fill and compaction. The <br /> scheduling and phasing of BMPS during construction is provided in Section 4.0. <br /> This project has been designed in accordance with the City of Everett's stormwater standards. The City <br /> of Everett has adopted the most recent Washington State Department of Ecology Stormwater <br /> Management Manual for Western Washington. The most recent Ecology manual is 2012 stormwater <br /> Management Manual for Western Washington, as Amended in December 2014(2014 SWMMWW). <br /> The details regarding project site areas are 2500 CY of contaminated soil will be removed to an <br /> approved disposal site and replaced and compacted with certified clean soil to original grade.
