City of Everett Stadium Amphitheater Park Project Scope of Work Page 11 <br /> <br />Assumptions <br />• City will set up virtual meeting links for both meetings and handle meeting logistics such as <br />registration page. <br />• The City will provide the SEPA mailing list and neighborhood leader mailing list (per EMC <br />15.02.130 B). <br />• The City will distribute outreach materials, including printing and delivery of mailings, <br />uploading content to website, printing and posting on-site notices, coordinating, and <br />submitting notice in official City newspaper and Ecology SEPA Register. <br />• ESA staff will facilitate and attend the virtual Scoping meeting and DEIS meeting. The City <br />Team will attend and provide technical support for both meetings. <br />• ESA will set up the virtual public meeting link and provide up to one (1 practice session with <br />the City prior to each meeting. <br />• The City will provide project description, graphics, and related materials that will be used to <br />describe the Project for outreach materials and during public meetings. <br />• PowerPoint presentation – the City Team will lead the preparation of an 8-12 minute PPT <br />describing the proposal, SEPA process, alternatives, schedule, and how to comment. The <br />ESA Team will provide PPT support and support one practice session with the City Team <br />prior to each virtual meeting. <br />• The City will issue the Determination of Significance and Notice of for Scoping for the <br />Scoping process to begin, and the City will issue the Notice of Availability and Requests for <br />Comments for the DEIS, with input from ESA. <br />• Scoping comment period will be twenty-one (21) days and the DEIS comment period will be <br />thirty (30) days. <br />• City staff will take notes at the virtual scoping and DEIS public meetings and provide <br />meeting summaries to the ESA Team if a court reporter is not contracted. These notes will <br />be used in the scoping summary and in the response to comments chapter in the FEIS. <br />• The virtual meetings may be recorded and made part of the public record and provided on <br />the City website project page if requested. <br />• All materials created for scoping are expected to be updated for the DEIS phase. <br />• Assumes one (1) round of City review for materials during each phase. <br />• All comments will be consolidated by the City prior to submittal to ESA. <br />Task 4 Draft Environmental Impact Statement (Draft EIS) <br />Task Objective: <br />The ESA Team, including subject matter experts, will begin to prepare the DEIS that will be issued <br />to the public for review and comment as soon as possible in the process – even while the Scoping <br />process is still in progress.
