City of Everett Stadium Amphitheater Park Project Scope of Work Page 12 <br /> <br />Subtask 4.1 Style Sheet <br />The ESA Team will prepare a simple style sheet of guidelines to facilitate consistent terminology <br />throughout all reports prepared under this contract and to streamline the editorial process. The <br />style sheet will be distributed to the City Team for review and comment. Once agreed upon, the <br />style guidelines will not change substantially during the production of the EIS and will be used by <br />the ESA Team while preparing their documentation. <br />Deliverables: <br />• Draft Style sheet (electronic format only) <br />• Final Style sheet (electronic format only) <br />Assumptions: <br />• One (1) round of City Team review. <br />• City consolidates all City comments prior to submitting to ESA. <br /> <br />Subtask 4.2 Administrative Record <br />The ESA Team will establish and maintain all necessary documentation and information needed <br />for the SEPA administrative record. This will provide the foundation for SEPA due diligence and <br />meeting legal requirements. <br /> <br />Subtask 4.3 Data Collection <br />The ESA Team will prepare a list of data that the subject matter experts will require to prepare <br />their documentation. This data list will be shared with the City Team, and a checklist format will be <br />used to determine who is responsible for gathering data, by what date, and in what format. The <br />City will be responsible for collecting the data to give to the ESA Team. <br /> <br />Subtask 4.4 Methodologies and Thresholds of Significance <br />ESA subject matter experts will each develop their methodologies and thresholds of significance <br />to be used to write their particular Chapter sections on Affected Environment, Impact Analysis, and <br />Mitigation Measures. <br /> <br />The methodology may vary by discipline and may include study area, data sources and evaluation <br />methods, including any computer models to be used. Methodology may also include a literature <br />review, desktop research, site visits, data collection, and other reasonable and objective measures. <br />It is assumed that the subject matter experts are professionals in their discipline and able to <br />prepare appropriate methodology. The City SEPA Responsible Official will provide one round of <br />review of the materials. <br /> <br />ESA subject matter experts will each develop their thresholds of significance to use in their impact <br />analysis for their particular chapter of the EIS. These thresholds will allow them to make conclusive <br />statements of potential significant adverse impacts to the environment. The significant thresholds
