They will also be able to <br />provide for potential mitigation measures that may reduce those impacts to below significant <br />levels. It is assumed that the subject matter experts are professionals in their discipline and able to <br />prepare appropriate thresholds. The City SEPA Responsible Official will provide one round of <br />review of the materials. <br /> <br />Subtask 4.5 Cumulative Impacts Project List <br />ESA will develop a preliminary cumulative project list in consultation with the City. The list will be <br />compiled following Task 3 Scoping and updated as needed prior to completion of the preliminary <br />Final EIS. The City Team will confirm the list is complete. <br />Deliverables: <br />• Draft Cumulative Impacts Project List <br />• Final Cumulative Impacts Project List <br />Assumptions: <br />• The City will provide input regarding anticipated projects. <br />• One (1) round of City Team review <br />• City will consolidate City comments prior to submitting to ESA. <br /> <br />Subtask 4.6 Description of Alternatives for DEIS <br />Following the Scoping comment period, the City will confirm and finalize the Alternatives to be <br />analyzed by the subject matter experts in the Draft EIS. The City initially requested that two (2) <br />Action Alternatives and a No Action Alternative be presented to the public in the Scoping Notice. In <br />addition, the description of the No Action Alternative will need to be confirmed. The ESA Team will <br />work with the City Team to determine the final selection and description of Alternatives for the <br />DEIS. <br /> <br />The SEPA EIS will present an equal level of analysis for each Alternative since the City considers <br />each of the Alternatives to be equally eligible for development of the Project. The City does not <br />intend to select a Preferred Alternative in the FEIS. <br />Chapter 1 of the DEIS will introduce the Project and the City’s objectives for the Project. The Project <br />objectives currently include the construction of a baseball stadium that can also serve as an <br />amphitheater venue for other entertainment, and development of an urban park. Chapter 2 of the <br />DEIS will provide the Description of the Alternatives. Chapters 1 and 2 of the DEIS will provide the <br />following information: <br />• Project Objectives <br />• Description of a No Action Alternative <br />• Description of Action Alternatives <br />o Alternative 1: Funko Field
