premises or establishment where milk or milk products are processed, bottled, pasteurized or otherwise prepared for distribution and sale. t. BOARD OF HEALTH: --The term "Board of Health" shall be taken to mean the Board of Health of the City of Everett, or its authorized representative, the Milk and Food Inspector of Everett. u. MILK AND FOOD INSPECTOR: --The Milk andPood Inspector shall be held to be the person in direct charge of the enforcement of this Ordinance, by and under the direction of the Commissioner of Public Safety and the Board of Health of the City of Everett . Section 2: It shall be unlawful for any person to sell in the City of Everett for consumption/any milk without first having obtained a permit so to do from the Milk and Food Inspector of the City, of Everett in the following manner, to-wit: An application for a permit to sell milk shall be made to the Milk and Food Inspector; it shall then be the duty of such Milk and Food Inspector, upon re- ceipt of such application, to make inspection of thepremises or dairy of said applicant within a reasonable time to determine whether such person is qualified and his dairy properly equipped and in proper sanitary condition to engage in the production of milk or milk products for sale in Everett. If, upon inspection, said Milk and Food Inspector determines that the applicant has complied with all the requirements of this Ordinance, he shall issue a permit. Such permit shall not be transferrable; no fee shall be required for such permit. Any permit may be revoked by the Milk and Food Inspector, subject to the approval of the Board of Health, without notice to holder, upon failure of holder to com- ply with all sanitary and other requirements of t1e Ordinance . Section 3: It shall be unlawful for any person to sell, of- in the City of Everett fer for sale or expose for sale for human consumption/any milk or milk products defined as adulterated or unwholesome in sub- division "o", Section 1, of this Ordinance.
