• <br /> 0 Declaration of ownership form signed by the owner(s); <br /> g) An alteration or vacation certificate from a Title Company which is not <br /> older than 30 days; <br /> h) Proposed alteration or vacation map; <br /> i) Proposed supplemental map; <br /> j) Mailing list of adjacent property owners and all property owners within <br /> the subdivision or short subdivision that are subject to the alteration or <br /> vacation, typed on City form; <br /> k) Special Studies - Environmentally sensitive area studies, traffic studies, <br /> and other studies as the City may determine to be necessary due to the <br /> applicant's proposal or unique physical features of the site; and <br /> 1) Environmental checklist (SEPA), when required by WAC 197-11 and <br /> Chapter 20.04. <br /> 3. Requirements for Alteration or Vacation Map: <br /> An alteration or vacation map shall be drawn to the specifications as defined in <br /> Section 2.B.3 for preliminary plat or short subdivision plat maps. <br /> 4. Requirements for Supplementary Map: <br /> A preliminary supplemental alteration or vacation map shall be drawn to the <br /> specifications as defined in Section 2.B.4. <br /> C. Review Process for Alteration or Vacation <br /> 1. Required Review Process: <br /> An administrative preliminary subdivision or short subdivision application for <br /> an alteration or vacation shall be reviewed as a Review Process II as defined in <br /> Ordinance No. 2136-96, as amended with the following added or changed <br /> procedures: <br /> a) The Director, within fourteen (14) days from the date of the <br /> determination of completeness of the application, shall provide public <br /> notice as follows: <br /> • The property shall be posted with two (2) signs (24"X36") on the <br /> property's frontage. The content of the notice shall meet the <br /> requirements of Ordinance 2136-96, as amended, and shall <br /> include a statement that any affected person may request an open <br /> record public hearing. <br /> • Notice shall be mailed to adjacent property owners and all other <br /> property owners of portions affected that are within the original <br /> approved subdivision or short subdivision.
