C. Review Process for Binding Site Plans and Site Plan Approval <br /> 1. Required Review Process: <br /> An administrative preliminary binding site plan application and site plan <br /> approval shall be reviewed as a Review Process II, as defined in Ordinance No. <br /> 2136-96, as amended. <br /> 2. Integrated Permit Review: <br /> a) The City shall integrate the SEPA review and the review of any other <br /> site plan approvals or other City land use permits with the review of the <br /> administrative binding site plan application as defined in Ordinance No. <br /> 2136-96, as amended. <br /> b) A final SEPA threshold determination and all decisions on other project <br /> permits(s) will be made concurrently with the administrative preliminary <br /> binding site plan approval as defined in Ordinance No. 2136-96, as <br /> amended. <br /> c) When an application for an administrative preliminary binding site plan <br /> includes a request for permits or other actions which require an open <br /> record public hearing, the Director and City Engineer action on the <br /> preliminary binding site plan application shall be in the form of a <br /> recommendation to the Hearing Examiner, and will be reviewed <br /> concurrently at the open record public hearing consistent with Section <br /> 2.D of this Ordinance. All other requested permits will be reviewed <br /> concurrently to the extent permissible by Law as defined in Ordinance <br /> 2136-96, as amended. <br /> 3. Approval of Preliminary Binding Site Plan shall consider the Land Division <br /> Evaluation Criteria and Development Standards in Section 7 of this <br /> Ordinance: <br /> The Director and City Engineer shall evaluate the proposed preliminary binding <br /> site plan application and its compliance with Section 7 of this Ordinance, all <br /> other applicable City Ordinances and City Standards. <br /> 4. Decision by the City: <br /> a) If the Director and City Engineer find that the proposed preliminary <br /> binding site plan complies with Section 7 of this Ordinance, all other <br /> applicable City Ordinances, and City Standards, the preliminary binding <br /> site plan shall be approved. If the Director and City Engineer find that <br /> the preliminary binding site plan is not in compliance with Section 7 of <br /> this Ordinance, or other applicable City Ordinances, and City Standards, <br /> the Director and City Engineer may disapprove the application stating <br /> reasons for disapproval or return it to the applicant for modification or <br /> corrections with specific conditions or revisions that must be met for <br /> approval. <br /> b) The preliminary binding site plan decision shall be in writing and shall <br /> include findings of fact and conclusions. <br /> 36 <br />
