d) All easement access drive short subdivisions are limited to one (1) per <br /> street frontage, unless otherwise approved by the Director and City <br /> Engineer. More than one easement access per frontage shall be <br /> approved only if the following criteria are met: <br /> i) A public street is not possible; <br /> ii) A single easement access cannot serve the proposed short <br /> subdivision due to the configuration of the property to be <br /> subdivided; and <br /> iii) This option is not a substitute for comprehensive subdividing <br /> which includes the installation of a public street and utilities. <br /> e) For any easement access or easement with public utilities, the City <br /> Engineer shall determine the required easement width based on City <br /> Standards. <br /> f) A maximum of two (2) lots can be served by private utility side services <br /> within an easement, unless the City Engineer determines that a public <br /> utility main is necessary for adequate area service. Three (3) or more <br /> lots served within an easement will require public utilities. <br /> g) With the exception of the easement access drive, no new driveways or <br /> parking areas will be permitted within the front yard setback area for all <br /> lots that front on the public street. <br /> h) Access off an easement drive is limited to one (1) twenty (20) foot <br /> driveway and curb cut per lot. The driveway shall not exceed twenty <br /> (20) feet in width for a distance of twenty (20) feet from the easement <br /> access drive curb. This requirement shall be noted as a condition of <br /> approval on the face of the final short plat map. <br /> i) Surface Parking: On any lot where surface parking is proposed, the <br /> parking area shall be at a minimum five (5) feet from any property line <br /> and shall not exceed twenty (20) feet in width for a distance of twenty <br /> (20) feet from the easement access drive curb. All parking areas shall be <br /> landscaped, screened and improved per Sections 7.F.3 and 9 of this <br /> Ordinance. <br /> j) Garages and Carports: On any lot where covered parking is proposed, <br /> the garage or carport shall be at a minimum five (5) feet from any <br /> property line or twenty (20) feet from a public street or easement access <br /> drive. The access to the covered parking area shall not exceed twenty <br /> (20) feet in width in the front setback area from the public street or from <br /> the easement access drive curb. This area shall be landscaped, screened, <br /> and improved per Sections 7.F.3 and 9 of this Ordinance. <br /> k) Site Development Plan: On all lots within an easement access short <br /> subdivision, the applicant is required to submit a site development plan <br /> meeting the requirements of Section 2.B.5 of this Ordinance at the time <br /> of submittal of a preliminary short subdivision application. <br /> 62 <br />
