City of Everett 00 21 13 - 1 <br />Port Gardner Storage Facility - Demolition Package WO# UP-3525 <br />00 21 13 - 1 INSTRUCTIONS TO BIDDERS <br />SECTION 00 21 13 - INSTRUCTIONS TO BIDDERS <br />1-00 INTRODUCTORY MATTERS <br />General Description and Location of Project <br />The Work to be performed will include furnishing all labor, materials and equipment necessary to <br />perform all Work as required by the Contract in accordance with the Contract Documents. <br />The Project is located at 2200 W Marine View Drive, Everett, WA 98201. <br />Two pre-bid meetings will be held to discuss the project. See Pre-Bid Meeting (Section 00 <br />25 13). Attendance of at least one of the pre-bid meeting is mandatory for all prospective <br />bidders. A Bid received from a Bidder who did not attend one pre-bid meeting and sign <br />the sign-in sheet will be found not responsible and the bid will be rejected. <br />Project Manager <br />Questions and inquiries about these Contract Documents should be directed in writing to the <br />attention of Zach Brown at zbrown@everettwa.gov. <br />Standard Specifications <br />The following other Specifications and Standard Plans shall apply only to the extent that they <br />are called out in the Contract Documents. <br />•WSDOT “2021 Standard Specifications for Road, Bridge and Municipal Construction”, <br />hereinafter referred to as the “Standard Specifications.” <br />•City of Everett “Design and Construction Standards and Specifications” (Revised January <br />2018), as found online on the City’s Website at: https://everettwa.gov/1531/Design- <br />Construction-Standards <br />•“Standard Plans for Road and Bridge Construction,” latest edition as prepared by WSDOT. <br />•“Manual on Uniform Traffic Control Devices” (MUTCD), latest edition. <br />•APWA Standards, latest edition. <br />•AWWA Standards, latest edition. <br />•American Concrete Institute (ACI), latest edition <br />1-01 DEFINITIONS AND TERMS <br />1-01.3 Definitions <br />Definitions are found in SECTION 00 72 00 GENERAL CONDITIONS. <br />1-02 BID PROCEDURES AND CONDITIONS <br />1-02.1 Bidder Responsibility Criteria <br />1-02.1(1) Mandatory Bidder Responsibility Criteria <br />Bidder shall meet mandatory responsibility criteria in accordance with RCW <br />39.04.350(1). The City may require the Bidder to submit documentation demonstrating <br />compliance with the criteria under this 1-02.1(1). The Bidder must: <br />1. Registration. At the time of bid submittal, have a certificate of registration in <br />compliance with chapter 18.27 RCW, a plumbing contractor license in compliance <br />with chapter 18.106 RCW, an elevator contractor license in compliance with <br />chapter 70.87 RCW, or an electrical contractor license in compliance with chapter <br />19.28 RCW, as required under the provisions of those chapters; and <br />2. UBI. Have a current Washington Unified Business Identifier (UBI) number; and
