LE LOEB
ELECTRIC
■ It is important to understand that the outage timeframe only encompasses what
is detailed in the AFRI project and does not include any site level tasks, such as
load-shedding of equipment, scattering AR drives, and restoring downstream
power. This will lead to an operational outage timeframe of 14-18 hours.
Contractors are not expected to remain on site for the full operational outage.
■ The MDF Room will require special access and a specific date and time must be
scheduled through Loeb to ensure the access.
• Avetta Requirements: All contracted parties working on Amazon job sites must be registered
with Avetta and remain in compliance. Contracted parties must notify Loeb of the names of any
sub-contracted electricians or engineer support no later than 2-weeks from time of scheduled
utility outage. It is required that all contracted parties provide a screenshot showing Avetta
compliance to Loeb for themselves and any third parties that are sub-contracted.
o Any Avetta compliance issues must be addressed with Avetta directly.
• Breaker Switching (After Utility Outage): Upon installing the arc flash relays, a standard
switching procedure has been defined and must be followed at time of building re-
energization. No one is permitted to be in the room or near any free-standing switchgear
when power is re- energized. NFPA 70E safety standards must always be followed. See
Appendix F for switching procedures.Written step by step Switching document to be provided
from the VEEC to Amazon prior to outage. The responsible party for switching must be QEV
certified in Avetta.
• Completion:
o Prior to the building getting re-energized, the VEEC Lead must conduct a review of
deficiencies with on-site Amazon members from Site RME teams and Owner's
Representative.
o A sign off from Amazon/amazon representative is required on execution checklist before
energization.
o Contractors are not permitted to leave the job site until Amazon has confirmed that all
systems have power and all ATS have transferred back to normal source
• Deadline: Deadlines will be site specific, but the general timeline for each site is as follows:
o Arc Flash Label Application: Complete immediately after AFRI, prior to leaving thejob
site. "Old" labels must be removed once new labels are installed.
o AFRI: Is limited to a pre-approved, site-specific timeline,which includes a utility outage.
Once this date and time are finalized, it cannot be changed by anyone other than
Amazon.
• PM Maintenance Report: Must be submitted to Loeb within (15) business
days of outage and Amazon Workdocs location. See Appendix U for Report
Template.
■ Any work found during the AFRI process that could not be addressed during
outages must be quoted to Loeb within (5) business days of the outage. If the
VEEC is unable to provide a quote within (5) business days, the VEEC is required
to inform Loeb so other accommodations can be made.
o IR Scanning: Only required if thermal deficiency was corrected during the outage
■ Scan must be completed the following day when the building is under normal operational
load.
• Scan must be completed by minimum of level 1 certified individual.
■ Only scanning specific equipment that was corrected not a site wide scan.
51 Pad
