(n) Words herein used in the present tense shall include the future tense; and in the masculine shall include the feminine and neuter genders; and in the singular shall iziclude the plural; and in the plural shall include the singular. Section 2: No person shall drive a motor vehicle without a brake or brakes sufficient and capable of bringing such vehicle, together with any trailer that may be attached thereto, to a com- plete stop within fifty feet, when the same is traveling at the rate of twenty miles an hour. Section 3: No person shall drag or haul any timber or oth- er article along or over any street in such a manner that a por- tion of the same shall rest upon or come in contact with the sur- face of such street; nor shall any person on any planked, paved or macadamized street, lock the wheel of any vehicle by the meth- od commonly known as rough lock, nor by any method whereby anything other than the tire of such wheel or a smooth shoe shall come in contact with the surface of the street . Section 4: (a) Every person operating or driving a vehic- le of any character upon a street, alley or other public place in the city of Everett 'shall drive the same in a careful and prudent manner and at a rate of speed no greater than is reasonable and proper under the conditions existing at the point of operation, taking into account the amount and character of the traffic, con- dition of brakes, weight of vehicle, grade and width of street, condition of surface and freedom of obstruction to view ahead, and so as not to unduly or unreasonably endanger the life, limb, pro- perty or other rights of any person entitled to the use of the street, alley or other public place in the city of Everett and in no event at a speed greater than twenty-five miles an hour.
