OSOS No. I-8051 <br /> <br />A. Researching and Procuring Technology Products and Services. WSL will research and <br />select standardized technology products and services that are best suited to meet par�cipa�ng <br />libraries’ needs. <br /> <br />B. Managing Outside Vendors, Vendor Contracts, Billing and Payment. WSL will manage its <br />rela�onship and contracts with Vendor, and will use its best efforts to ensure that Vendor delivers <br />the Service at the Enterprise level quality standards for such Service set forth in WSL’s contracts <br />with Vendor, which are detailed in Atachment B – Quality & Security Standards. If other or <br />addi�onal direct vendors are needed for the provision of the Service, WSL will also be responsible <br />for managing those vendor rela�onships and contracts. WSL will manage all billing and payment <br />maters with Vendor and other outside vendors, if any, including reviewing invoices and verifying <br />charges for Service to LIBTECH par�cipants, resolving billing ques�ons, and making payment for <br />Service. <br /> <br />C. Securing Funding Sources. WSL will work to secure funding for LIBTECH to subsidize the <br />cost of the Service to Library and other LIBTECH par�cipants, including researching federal, state <br />and other funding sources, comple�ng and filing required applica�ons and forms, obtaining and <br />coordina�ng the submission of required forms, cer�fica�ons and other informa�on and records <br />from Library and other LIBTECH par�cipants, and otherwise ensuring compliance with the specific <br />requirements of each funding source. Current funding for LIBTECH derives from the Federal <br />Communica�ons Commission’s Universal Service Fund “E-rate” program, and through the <br />Ins�tute of Museum & Library Services (“IMLS”) pursuant to the Library Services and Technology <br />Act (“LSTA”). Funding was also provided by IMLS under the American Rescue Plan Act (“ARPA”). <br /> <br />D. Serving as Primary Resource to Library in Planning, Implementa�on, Assistance with <br />Service Issues and Changes to Service. <br /> <br />i. Evalua�ng Library Requirements and Needs. WSL will work with Library to <br />evaluate its technology requirements and plan for implementa�on of the Service. WSL IT staff <br />will be the primary point of contact for Library in planning how the Service will be implemented <br />and if there are any issues with the Service. WSL will work with Library to evaluate Library’s <br />financial needs and determine whether addi�onal subsidies are needed for Library’s par�cipa�on <br />in the Program. WSL will also consider whether addi�onal subsidies may be appropriate in other <br />circumstances having a poten�al financial impact on Library and other LIBTECH par�cipants, such <br />as delays or complica�ons encountered in Service installa�on, costs incurred in transi�oning <br />internet service from an exis�ng vendor, or other circumstances presen�ng issues that could not <br />be an�cipated or planned for, or involving factors beyond Library’s ability to manage or control. <br />WSL will make such decisions based on Library’s financial needs and other criteria relevant to a <br />determina�on of the need for such assistance. <br /> <br />Page 6 of 29 <br />DocuSign Envelope ID: E4A042D9-7CE3-4C89-804C-071076400140
