2024 Pavement Maintenance Overlay SPECIAL PROVISIONS PW# 3823 27 early start if the Contractor performs other work than traffic control setup. All mitigation 1 measures stated in the contract and appendix shall be adhered to. 2 3 The Contractor is responsible for providing advance notice of night paving operations 4 to transit and emergency response agencies at least 72 hours before beginning this 5 work. Prior to release of this information, the City must be notified. 6 7 *** 8 9 If the Engineer determines the permitted closure hours adversely affect traffic, the 10 Engineer may adjust the hours accordingly. The Engineer will notify the Contractor 11 in writing of any change in the closure hours. Exceptions to these restrictions are 12 listed below and when applicable take precedence over closures listed above. The 13 Engineer may also consider on a case-by-case basis additional exceptions following 14 a written request by the Contractor. 15 16 Lane, ramp, shoulder, and roadway closures are not allowed on any of the following: 17 18 1. A holiday, 19 20 2. A holiday weekend; holidays that occur on Friday, Saturday, Sunday or 21 Monday are considered a holiday weekend. A holiday weekend includes 22 Saturday, Sunday, and the holiday. 23 24 3. After *** 2:30 P.M. *** on the day prior to a holiday or holiday weekend, and 25 26 4. Before *** 7:00 A.M. *** on the day after the holiday or holiday weekend. 27 28 5. The two-hour period prior to and the two-hour period after the following 29 special events: 30 31 *** See 37th St – Colby Ave to Broadway Ave above, events as listed on 32 Funko Field online events calendar. *** 33 34 It shall be the Contractor’s responsibility to obtain the dates and times of all 35 events. 36 37 Traffic Delays 38 When Automated Flagger Assistance Devices (AFADs) or flaggers are used to 39 control traffic, traffic shall not be stopped for more than *** 20 *** minutes at any time. 40 All traffic congestion shall be allowed to clear before traffic is delayed again. 41 42 If the delay becomes greater than *** 20 *** minutes, the Contractor shall immediately 43 begin to take action to cease the operations that are causing the delays. If the *** 20 44 *** minute delay limit has been exceeded, as determined by the Engineer, the 45 Contractor shall provide to the Engineer, a written proposal to revise his work 46 operations to meet the *** 20 *** minute limit. This proposal shall be accepted by the 47 Engineer prior to resuming any work requiring traffic control. 48 49 There shall be no delay to medical, fire, or other emergency vehicles. The Contractor 50 shall alert all flaggers and personnel of this requirement. 51 52
