CITY OF EVERETT SPECIAL PROVISIONS <br /> <br />Water Main Replacement “Y” – Ph 1 Div 5 – SURFACE TMTS & PVMTS March 2024 <br />Work Order No. UP 3814 SP-160 <br />Sand 9-03.1(2) Standard Specifications <br />(As noted in 5-04.3(5)C for crack sealing) <br />Joint Sealant 9-04.2 Standard Specifications <br />Foam Backer Rod 9-04.2(3)A Standard Specifications <br />The Contractor may use up to 20 percent RAP by total weight of HMA with no additional <br />sampling or testing of the RAP. Sample and test the RAP at a frequency of one sample for <br />every 1,000 tons produced and not less than two samples per project. Report the asphalt <br />content and gradation test data to the City when submitting the mix design for approval on <br />the QPL. Include the RAP as part of the mix design as defined in these Specifications. <br />Provide the grade of asphalt binder as required by the Contract. Blending of asphalt binder <br />from different sources is not permitted. <br />The Contractor may only use warm mix asphalt (WMA) processes in the production of HMA <br />with 20 percent or less RAP by total weight of HMA. Submit to the Engineer for approval <br />the process that is proposed and how it will be used in the manufacture of HMA. <br />For production of aggregates comply with the requirements of Section 3-01. <br />For preparation of stockpile site, the stockpiling of aggregates, and the removal of <br />aggregates from stockpiles comply with the requirements of Section 3-02. <br />5-04.2(1) How to Get an HMA Mix Design on the QPL <br />If the contractor wishes to submit a mix design for inclusion in the Qualified Products <br />List (QPL), please follow the WSDOT process outlined in Standard Specification 5- <br />04.2(1). <br />5-04.2(1)A Vacant <br />5-04.2(2) Mix Design – Obtaining Project Approval <br />Do NOT begin paving prior to the approval of the mix design by the Engineer. <br />Nonstatistical evaluation will be used for all HMA not designated as Commercial HMA in <br />the Contract Documents. <br />Commercial evaluation will be used for Commercial HMA and for other classes of HMA in <br />the following applications: sidewalks, road approaches, paths, trails, and pavement repair. <br />Obtain approval from Project Engineer for other nonstructural applications of HMA <br />accepted by commercial evaluation. Sampling and testing of HMA accepted by commercial <br />evaluation will be at the option of the Project Engineer. The Proposal quantity of HMA that <br />is accepted by commercial evaluation will be excluded from the quantities used in the <br />determination of nonstatistical evaluation. <br />Nonstatistical Mix Design. Provide fifteen days prior to the first day of paving one of the <br />following mix design verification certifications for City review; <br />a. The WSDOT Mix Design Evaluation Report from the current WSDOT QPL, or one <br />of the mix design verification certifications listed below. <br />b. The proposed HMA mix design on WSDOT Form 350-042 with the seal and <br />certification (stamp & signature) of a valid licensed Washington State Professional <br />Engineer. <br />c. The Mix Design Report for the proposed HMA mix design developed by a qualified <br />City or County laboratory that is within one year of the approval date.** <br />**The mix design shall be performed by a lab accredited by a national authority such <br />as Laboratory Accreditation Bureau, L-A-B for Construction Materials Testing, The <br />Construction Materials Engineering Council (CMEC’s) ISO 17025 or AASHTO <br />Accreditation Program (AAP) and shall supply evidence of participation in the <br />AASHTO: resource proficiency sample program.
