CITY OF EVERETT SPECIAL PROVISIONS <br /> <br />Water Main Replacement “Y” – Ph 1 Div 1 – GENERAL REQMTS March 2024 <br />Work Order No. UP 3814 SP-52 <br />RCW: Means the Revised Code of Washington <br />Schedule of Values: Allocation of Contract Sum to items of Work as described in 1- <br />09.9 PAYMENTS of these Special Provisions. <br />Shall: Required conduct. <br />Shown: Refers to information presented on the Plans, with or without reference to the <br />Plans. <br />Specify: Refers to information described, shown, noted or presented in any manner in <br />the Contract. <br />Submittals: The information required by the Contract Documents provided by <br />Contractor to the City’s Representative or City. <br />Total Float: The amount of time a given activity or path of activities may be delayed <br />before it will affect the Completion Date. <br />Traffic: Both vehicular and non-vehicular traffic, such as pedestrians, bicyclists, <br />wheelchairs, and equestrian traffic. <br />Unabsorbed Overhead: The reduction or loss of contribution to recovery of the <br />Contractor’s Overhead costs realized by the result of reduced Project or Contractor <br />billings, or both, due to any reason whatsoever, including a Project extension. <br />Unit Price Work: Refers to items of Work identified by unit prices in the Proposal. <br /> <br />1-02 BID PROCEDURES AND CONDITIONS <br />1-02.1 Prequalifications of Bidders <br />Delete 1-02.1 and substitute the following: <br />1-02.1 Bidder Responsibility Criteria <br />(******) <br />1-02.1(1) Mandatory Bidder Responsibility Criteria <br />(******) <br />Bidder shall meet mandatory responsibility criteria in accordance with RCW <br />39.04.350(1). The City may require Bidder to submit documentation demonstrating <br />compliance with the criteria under this 1-02.1(1). Bidder must: <br />1. Registration. At the time of bid submittal, have a certificate of registration in <br />compliance with chapter 18.27 RCW, a plumbing contractor license in compliance <br />with chapter 18.106 RCW, an elevator contractor license in compliance with <br />chapter 70.87 RCW, or an electrical contractor license in compliance with chapter <br />19.28 RCW, as required under the provisions of those chapters; and <br />2. UBI. Have a current Washington Unified Business Identifier (UBI) number; and <br />3. State Requirements. If applicable: <br />a. Have Industrial Insurance (workers’ compensation) coverage for the bidder’s <br />employees working in Washington, as required in Title 51 RCW; <br />b. Have a Washington Employment Security Department number, as required in <br />Title 50 RCW; and <br />c. Have a Washington Department of Revenue state excise tax registration <br />number, as required in Title 82 RCW. <br />4. Disqualification. Not be disqualified from bidding on any public works contract <br />under RCW 39.06.010 or 39.12.065(3). <br />5. Prevailing Wage Training. Unless Bidder has completed three or more public works <br />projects and had a valid business license for three or more years, Bidder must have <br />received Department of Labor and Industries training on the requirements related to <br />public works and prevailing wage under RCW 39.12 and RCW 39.04.
