44 <br /> <br />on such date and, if not, the date on which it expects to comply with this <br />increment of progress, the reason for delay, and the steps being taken by the <br />user to return the construction to the schedule established. In no event shall <br />more than nine (9) months elapse between such progress reports. <br /> <br />4.5 Notification of Significant Production Changes <br /> <br /> Any user operating under a wastewater discharge permit incorporating mass or <br />concentration limits based on production levels shall notify the City within two (2) <br />business days after the user has a reasonable basis to know that the production level <br />will significantly change within the next calendar month. Any user not providing a notice <br />of such anticipated change will be required to comply with the existing limits contained <br />in its wastewater discharge permit. <br /> <br />4.6 Dangerous and Hazardous Waste Notification <br /> <br /> Dangerous waste may potentially be discharged to the sewer under the Washington <br />Department of Ecology Domestic Sewage Exclusion. Waste must not exhibit hazardous <br />or dangerous waste characteristics and cannot exceed the dangerous waste <br />concentration thresholds in WAC 173-303-090. All wastes discharged must be treatable <br />by the WPCF. Any user that intends to discharge dangerous waste that meets the <br />appropriate requirements (see WAC 173-303-070 through WAC 173-303-100) must <br />contact the City to obtain an industrial waste discharge permit. Any dangerous waste <br />discharged to the WPCF without a permit is prohibited and will be enforced as an <br />unpermitted discharge. Pharmaceutical waste specifically cannot be sewered and <br />cannot be approved under the domestic sewage exclusion. <br /> <br />The discharge of hazardous waste is strictly prohibited. If a user discharges hazardous <br />waste then the user shall notify the City verbally immediately, within a minimum of 24 <br />hours, by contacting Public Works during business hours or City of Everett Dispatch after <br />hours and weekends. The user must follow up the initial notification with written <br />notification to the City, the EPA RCRA Director and State Hazardous Waste and Toxics <br />Reduction (HWTR) regional office, in writing within 90 days of the discharge of any <br />substance, which, if otherwise disposed of, would be a hazardous waste under 40 CFR <br />261 or WAC 173-303. Such notification must include the name of the hazardous waste <br />as set forth in 40 CFR 261, the EPA hazardous waste number, the quantity discharged, <br />and the type of discharge (continuous, batch, or other). <br /> <br /> Whenever the EPA or State of Washington publish new RCRA rules identifying additional <br />dangerous or hazardous wastes, or new characteristics of existing dangerous and <br />hazardous wastes, any affected user or Permittee must notify the City, EPA RCRA
