45 <br /> <br />Director and State HWTR regional office if any of these wastes are discharged to the <br />City's treatment system. The notification must occur within 90 days of the effective date <br />of the published regulation. To continue discharge, the wastes shall meet the <br />requirements of Washington Department of Ecology Domestic Sewage Exclusion <br />Guidance and be individually permitted by the City for suitability for discharge. <br /> <br />4.7 Notice of Potential Problems, Including Accidental Spills, Slug Loadings <br /> <br /> Any user shall notify the City immediately of all discharges that could cause problems to <br />the POTW, including any slug loadings, as defined in Section 1.3 of this ordinance. The <br />notification shall include the concentration and volume and corrective action. Steps <br />being taken to reduce any adverse impact should also be noted during the notification. <br />Any user who discharges a slug (or slugs) of pollutants shall be liable for any expense, <br />loss, or damage to the POTW, in addition to the amount of any fines imposed by the City <br />or on the City under state or federal law. <br /> <br />4.8 Noncompliance Reporting <br /> <br /> If monitoring or sampling performed by a user indicates a violation, the user shall notify <br />the City within 24 hours of becoming aware of the violation. The user shall also repeat <br />the sampling within five (5) days and submit the results of the repeat analysis to the City <br />within 30 days after becoming aware of the violation, except the user is not required to <br />resample if: <br /> <br /> A. The City performs sampling at the user at a frequency of at least once per <br />month, or <br /> <br /> B. The City performs sampling at the user between the time when the user <br />performs its initial sampling and the time when the user receives the results of <br />this sampling, or <br /> <br /> C. The user’s required sampling frequency is twice per month or more frequent. <br />This includes parameters such as flow or pH that are continuously monitored. <br /> <br />4.9 Notification of Changed Discharge <br /> <br /> All users shall promptly notify the City in advance of any substantial change in the <br />volume or character of pollutants in their discharge, including significant manufacturing <br />process changes, pretreatment modifications, or any other change that will substantially <br />change their discharge. Formal written notification to the City shall be made 30 days
