46 <br /> <br />prior to such introduction and the user shall obtain approval from the City to do so. <br /> <br />4.10 TTO Reporting <br /> <br /> Categorical users which are required by EPA to eliminate and/or reduce the levels of <br />toxic organics (TTOs) discharged into the sewer system must follow the Categorical <br />Pretreatment Standards for that industry. Those users must also meet the following <br />requirements: <br /> <br /> A. Must sample, as part of the initial application requirements, for the organics <br />listed under the TTO limit; <br /> <br /> B. May submit a statement that no TTOs are used at the facility and/or develop a <br />solvent management plan in lieu of continued monitoring for TTO, if authorized <br />by the Director: <br /> <br />If allowed to submit a statement or develop a solvent management plan, the <br />user must routinely submit a certification statement as part of its self-monitoring <br />report that there has been no dumping of concentrated toxic organic into the <br />wastewater and that it is implementing a solvent management plan as approved <br />by the City. The Director may require the development and implementation of a <br />solvent management plan in addition to monitoring for TTO. <br /> <br />4.11 Reports from Unpermitted Users <br /> <br />Any user not required to obtain a wastewater discharge permit shall provide <br />appropriate reports to the City as the Director may require. <br /> <br />4.12 Record Keeping <br /> <br />Users subject to the reporting requirements of this ordinance shall retain, and make <br />available for inspection and copying, all records of information obtained pursuant to an y <br />monitoring activities required by this ordinance and any additional records of <br />information obtained pursuant to monitoring activities undertaken by the user <br />independent of such requirements. Records shall include the date, exact place, method, <br />and time of sampling and the name of the person(s) taking the samples; the dates <br />analyses were performed; who performed the analyses; the analytical techniques or <br />methods used; and the results of such analyses. These records shall remain available for <br />a period of at least three (3) years. This period shall be automatically extended for the <br />duration of any litigation concerning the user or POTW, or where the user has been
