<br />Page 11 of 125 <br />2.10 ADJUSTMENT FACTORS <br />1. Contractors must provide three separate Adjustment Factors. The Adjustment Factors are as <br />follows: <br />• Normal Working Hours: Monday through Friday, 7:00 am to 4:00 pm, except holidays. <br />• Other Than Normal Working Hours: Monday through Friday, 4:01 pm to 6:59 am <br />and all day Saturday, Sunday, and Holidays; <br />• Non-Pre-priced: For Non-Pre-Priced Work. <br />2. The Other than Normal Working Hours Adjustment Factor must be equal to or greater than <br />the Normal Working Hours Adjustment Factor. <br />The Non-Pre-Priced Adjustment Factor must be equal to or greater than 1.0000. <br />3. For bid evaluation purposes only, the following work distributions shall be used to determine <br />the Award Criteria Figure: <br />Adjustment Factor % Weight (For Evaluation Only) <br />Normal Working Hours 70% <br />Other than Normal Working <br />Hours <br />20% <br />Non-Pre-priced 10% <br />4. The Construction Task Catalog® is priced at a net value of 1.0000. The price shall be an <br />increase to (e.g., 1.1000) or decrease from (e.g., 0.9500) to the Unit Prices listed in the <br />Construction Task Catalog®. Suppliers who submit Adjustment Factors other than those listed <br />above may be considered non-responsive, and their proposal may be rejected. <br />2.11 MANDATORY QUALIFICATIONS <br />Contractors must meet the qualifications described in this section or be subject to disqualification <br />from the RFP process. To be considered to be awarded a Job Order Contract, the Proposer must: <br />a) At the time of proposal submittal, have a certificate of registration in compliance with Chapter <br />18.27 RCW; <br />b) Have a current state unified business identifier (UBI) number. <br />c) If applicable, <br />1. have industrial insurance coverage for the proposer’s employees working in Washington <br />as required in Title 51 RCW. <br />2. an employment security department number as required in Title 50 RCW. <br />3. and a state excise tax registration number as required in Title 82 RCW. <br />d) Not be disqualified from bidding on any public works contract under RCW 39.06.010 or <br />39.12.065(3).
