Public Utility District#1 of Snohomish County; Silver Lake Water District; City of Snohomish; City of Monroe; plus one representative of all other customers. Each representative may designate alternates to attend meetings and otherwise serve in his/her place. The committee shall elect its own chair and establish its own rules of procedure, provided that there shall be an ex officio representative of the city who shall serve as permanent secretary and coordinator for the committee. The representatives of the committee shall be appointed by their respective agencies and the "other customers" representative shall be appointed by the other committee members. is hereby amended to read as follows: This committee shall be an informal agency advisory committee, not established pursuant to Article V of the Everett City Charter.
