requirements. Narrative reports shall also include required content indicated above under <br />Progress Schedule Updates. <br />2. Narrative report shall describe the methods of sequencing and operation, resources to be <br />employed, time frames for the construction of each of the major work area or work system <br />on the Project, and time frames for complying with the Contract time and Contractor's <br />interim schedule milestones. <br />3. Prepare narrative reports and clearly indicate the Progress Schedule revision and date <br />associated with the narrative report. <br />4. Use clear, concise, complete, and accurate language in narrative reports. Clearly indicate <br />in narrative report the name of person preparing the narrative report and date of <br />preparation. <br />5. Narrative report Submittals do not constitute contractual Change Proposals, nor are they <br />notice of a Claim. <br />6. Engineer's receipt, review, and acceptance of narrative reports does not mitigate or reduce <br />Contractor's obligations to furnish contractually required notices. <br />1.10 RESOURCE -LOADING AND COST -LOADING REPORTS <br />A. Resource Loading: <br />1. After Engineer's initial acceptance of the baseline Progress Schedule, Contractor shall <br />assign, as applicable, resources for worker labor -hours, materials and equipment to be <br />incorporated into the Work, temporary materials, construction equipment and machinery, <br />and other resources, to each activity within each responsibility code in the Progress <br />Schedule. Submit resource schedule reports with each updated Progress Schedule. <br />B. Cost Loading: <br />1. Assign to each activity a total monetary amount commensurate with its value relative to the <br />associated line item in the Schedule of Values accepted by Engineer. <br />2. Use of cost -loaded Progress Schedule as basis for determining amounts eligible for <br />progress payments is addressed in this Section's "Initial Progress Schedules" Article, in the <br />provision on cost -loaded Progress Schedules. Submit cost reports for the initially accepted <br />cost -loaded baseline Progress Schedule and each subsequent update of the Progress <br />Schedule. <br />1.11 TIME IMPACT ANALYSIS <br />A. General: <br />1. Prepare and submit time impact analysis when one or more of the following occurs: (a) <br />Change Proposal is prepared; (b) Work Change Directive is issued that will affect the <br />Progress Schedule; or (c) when delays occur. <br />2. Time impact analysis shall illustrate influence of each Change Order, Work Change <br />Directive, allowance authorization, or delay, as applicable, on Contractor's ability to comply <br />with the Contract time and Progress Schedule constraints. <br />3. In performing time impact analysis, use Progress Schedule having revision date closest to <br />and prior to the event giving rise to the delay or other change in the Work. <br />4. Indicate time impact analysis activities on the Project's critical path prior to the event giving <br />rise to the delay or other Change in the Work; activities added, extended, or deleted as a <br />result of the delay or change in the Work; and impact of such changes on the Project's <br />critical path activities. <br />5. Indicate time impact analysis activities not within Contractor's control. <br />6. Time impact analysis shall demonstrate the time impact, based on date the Change Order, <br />Work Change Directive, or allowance authorization was given to Contractor or, as <br />applicable, date the delay started to occur; the status of the Work at that time; and activity <br />duration of affected activities. Activity duration used in time impact analysis shall be those <br />included in most recent Progress Schedule update accepted by Engineer, closest to start of <br />the delay or start of the Change Order, Work Change Directive, or allowance authorization <br />as adjusted by mutual, written agreement of the parties and Engineer. <br />7.
