2 <br />SECTION ONE <br />PROPOSED PROJECT <br />1.1 PROPOSED PROJECT OBJECTIVE <br />The City of Everett intends to improve non-vehicular access to Walter E Hall Park by constructing a 6 - 8’ wide <br />multi-use path connection between the park and 90th Street SW. The scope includes preparation of design and <br />engineering, including survey and geotechnical investigation, permitting, and construction documents for <br />approximately 1800 linear feet of asphalt path. <br />1.2 PROJECT DESCRIPTION <br />Goal 9.7 in the City of Everett’s 2022 PROS (Parks, Recreation & Open Space) Plan prioritizes access to <br />recreational amenities by creating better connections to parks with trails, sidewalks, and bike lanes. PROS Plan <br />Policy 9.7.3 supports the development of trails and greenways to connect residents to parks. Additionally, The <br />City of Everett's 2020 – 2024 Consolidated Plan has identified pedestrian improvements in the Walter E. Hall <br />Park area as a priority for funding. The Community Development Block Grant, a federal funding source, provides <br />funding for this project. <br />• A City-owned parcel adjacent to Walter E Hall Park has been identified to receive a section of multi-use <br />path connecting the park to 90th St SW. This area is not currently open to the public. <br />• The existing fence that blocks access to this corridor will be removed, and appropriate signage with <br />directions and distance to the park will be installed. <br />• Existing vegetation within the proposed trailway will be removed, and new trees should be sited <br />adjacent to the trail to provide shade, screening, and frame views. <br />• A preliminary project schedule is as follows: <br />o Survey & Geotechnical investigation April 2024 <br />o 60% Design May 2024 <br />o 90% Design & Permitting June 2024 <br />o Bid October to November 2024 <br />o Build April - June 2025 <br />• The estimated Maximum Allowable Construction Cost (MACC) is: <br />o $205,000 – which includes all materials, equipment, and labor. <br />1.3 SCOPE OF SERVICES <br />Services shall consist of the following: <br />• Site Investigation & Pre-Design <br />o Survey and geotechnical work must be completed in support of project goals and to standards <br />required by the City of Everett. <br />• Schematic Design <br />o Schematic Design Phase – The Architect or Engineer (A/E) must provide the services necessary
