EXHIBIT A – SCOPE OF WORK <br />10 <br /> <br />5.5 Safety Action Plan Workshops (4 Workshops): <br />CONSULTANT will conduct four Workshops as summarized below. <br />Workshop Purpose Potential Invitees <br />Workshop #1 – Safety <br />Launch: See Task 3.1. <br />Establish a shared language, <br />values, and approach to plan <br />development considering <br />Safe System Approach and <br />intersectional equity. <br />Elected officials and <br />executive leadership, <br />community-based <br />organizations, public safety <br />Workshop #2 – Safety <br />Analysis: See Task 4.4. <br />Technical safety information <br />(Tech Memo #1: Safety <br />Analysis). <br />Safety practitioners (not <br />anticipated to include elected <br />officials and city leadership) <br />Workshop #3 – Strategy and <br />Project Type <br />Recommendations. See Task <br />8.2. <br />Potential safety strategies <br />and projects (Tech Memo #2: <br />Potential Strategies and <br />Countermeasures). <br />Safety practitioners (not <br />anticipated to include elected <br />officials and city leadership) <br />Workshop #4 – <br />Implementation / Moving <br />Forward. See Task 9.2. <br /> <br />How the City and <br />stakeholders will implement <br />the SAP, outline commitment <br />to keeping parties engaged, <br />and for attendees to make <br />commitments about how <br />they will support <br />implementation. <br />Elected officials and <br />executive leadership, <br />community-based <br />organizations, public safety <br />Deliverables: Stakeholder Workshops (4) <br />Task 6: Equity Considerations <br />Purpose: Develop an equity index using a combination of available USDOT tools; evaluate equity <br />in both safety data analysis (Task 4) and in strategies recommendations (Task 7). <br />CONSULTANT will prepare an equity analysis using a data that identifies concentrations of <br />historically disadvantaged or vulnerable populations using public health and demographic <br />indicators. CONSULTANT will use two methods to identify concentrations of disadvantaged <br />populations, both of which have distinct advantages. <br />1. CONSULTANT will identify disadvantaged populations using the USDOT Equitable <br />Transportation Community Explorer tool and the CEQ Climate and Environmental Justice <br />Screening Tool. These are tools sanctioned by the SS4A program and use national <br />thresholds to identify communities that have a higher-than-average concentration of <br />disadvantaged people; accordingly, these tools will inform identifying project locations <br />that may be eligible for future SS4A funding.
