EXHIBIT A – SCOPE OF WORK <br />12 <br /> <br />• Design and Construction Standards <br />CONSULTANT will present the draft Tech Memo 3A to the CITY for review and comment. <br />CONSULTANT will address one round of consolidated written comments from Steering Team. <br />CONSULTANT will prepare a comment summary and response matrix. <br />CONSULTANT will prepare draft Tech Memo 3A for Steering Team review and comment. <br />CONSULTANT will address one round of consolidated written comments from Steering Team. <br />CONSULTANT will prepare a comment summary and response matrix. <br />CONSULTANT will submit the final Tech Memo 3A to the CITY and Steering Team. <br />7.2 Policy Recommendations <br />CONSULTANT will provide recommendations to inform policy development as specified below. <br />7.2.A Neighborhood Traffic Calming Program <br />CONSULTANT will assist with exploring methods and processes to inform policy development of <br />a Neighborhood Traffic Calming Program at the City of Everett by reviewing state of the <br />practice in nearby cities in the region. This will include: <br />● How to determine if traffic calming is needed <br />● How to initiate a traffic calming project for a corridor or neighborhood, potential traffic <br />calming measures <br />● Typical application/context, effectiveness <br />● Process to identify which traffic calming features should be implemented <br />CONSULTANT will prepare Tech Memo 3B: Neighborhood Traffic Calming Program (v01) with an <br />inventory of similar programs, and recommendations for developing and implementing the <br />program. <br />CONSULTANT will present the draft Tech Memo 3B (v01) to the CITY for review and comment. <br />CONSULTANT will address one round of consolidated written comments from CITY. <br />CONSULTANT will prepare a comment summary and response matrix. <br />CONSULTANT will prepare draft Tech Memo 3B (v02) for Steering Team review and comment. <br />CONSULTANT will address one round of consolidated written comments from Steering Team. <br />CONSULTANT will prepare a comment summary and response matrix. <br />CONSULTANT will submit the final Tech Memo 3B to the CITY. <br />7.2.B Posted Speed Limit Policy <br />CONSULTANT will review the City’s current rules, regulations, policies, and procedures related <br />to setting regulatory speed limits. <br />Based on this review, the CONSULTANT will submit a recommended speed limit setting <br />methodology and process to set speed limits on the CITY’s major arterials, secondary arterials, <br />and collectors. The recommendation will include the following elements: <br />● Current state of the practice in speed management and speed limit setting, including <br />national guidance and tools (e.g., USLIMITS2, NCHRP Report 966, NACTO City Limits)
