City of Everett 00 21 13 - 7 <br /> <br /> <br />00 21 13 - 7 INSTRUCTIONS TO BIDDERS <br /> <br />1.15 EQUAL EMPLOYMENT OPPORTUNITY <br />A. The Contractor will be required to assure that equal employment opportunities will be in <br />effect to all individuals throughout the length of this Contract, pursuant to SECTION <br />007200-, Part 7 “Labor Standards,” of the Contract Documents. The Contractor must <br />comply with all local, state and federal laws pertaining to non-discrimination and equal <br />employment opportunity. <br />1.16 RCW 35.22.650 CERTIFICATION <br />A. The Contractor is required complete the “RCW 35.22.650 CERTIFICATION” form and <br />submit the form, in accordance with SECTION 004539 of the Contract Documents, with <br />its Bid. <br />1.17 NON-COLLUSION AFFIDAVIT <br />A. The Contractor must submit a “Non-Collusion Affidavit” in accordance with SECTION <br />004519 of the Contract Documents as part of the Bid package. If the City has reason to <br />believe that collusion exists among Bidders, the City will reject the Bids of the known <br />participants in such collusion and may, at its option, require that all Bidders certify under <br />penalty of perjury, that no collusion has occurred or exists. <br />1.18 STATE SALES TAX <br />A. The Washington State Department of Revenue has issued special rules on the State <br />sales tax. The Contractor should contact the Washington State Department of Revenue <br />for answers to questions in this area. The City will not adjust its payment if the Contractor <br />bases a Bid on a misunderstood tax liability. <br />B. The Contractor shall not include State retail sales taxes in the unit bid prices. <br />1.19 LIMITATIONS REGARDING CONTRACTOR’S CLAIMS FOR DAMAGES <br />A. Bidders should review the Contract Documents regarding limitations on claims for <br />damages. <br />1.20 DELAYS AND INTERFERENCE <br />A. Bidders should review the Contract Documents regarding delays and interference. <br />1.21 BIDDER’S CHECK LIST <br />A. The Bidder’s attention is especially called to the following forms that must be executed <br />in full as required and submitted with the Bid. <br />1. Bid: Show the lump sum and unit price items in the space provided on the Bid <br />Form.
