Chapter 19.04 EMC, Definitions Page 11 of 55 <br />The Everett Municipal Code is current through Ordinance 4031-24, passed May 22, 2024. <br />detailing. Building walls adjacent to an alley and exterior fire walls built along interior property <br />lines are not considered blank walls. <br />“Building” means any structure built for the support, shelter or enclosure of persons, animals, <br />vehicles, mechanical devices or property of any kind. When separated by common walls located <br />on property lines, each portion of such structure shall be deemed a separate building. A <br />building is constructed to include exterior walls of the structure, usually solid from the ground <br />to the roof line except for window and door openings. <br />“Building appurtenance” means chimneys, steeples, television and radio antennas, ham radio <br />antennas, television dish antennas, flagpoles, and vent pipes in any zone, and mechanical <br />systems in zones other than single-family zones, and other similar features, excluding signs, <br />which are customarily located on or above the roof of a building. <br />“Carport” means a covered shelter for an automobile, open on two or more sides. <br />“Courtyard” means any portion of the interior of a lot which is fully or partially enclosed by the <br />walls of a building or buildings on the same development site, which is not within a required <br />setback area and is unobstructed from the ground upward. <br />“Dish antenna” means a parabolic-shaped antenna which is designed to receive television <br />broadcasts or other electronic communication signals. The antenna is considered as an <br />accessory structure unless it is attached to the principal building, in which case it is considered <br />a building appurtenance. <br />“Driveway” means an area of property designed to provide access between a street and a <br />building or parking area. <br />“Duplex” contains two dwelling units (see Chapter 19.05 EMC, “Dwelling, 2-unit”), but unlike a <br />townhouse, a duplex could be two units on separate floors (upper unit and lower unit) or two <br />units joined at the side. <br />“Dwelling” means one or more habitable rooms designed to be occupied by one or more <br />persons with shared facilities for living, sleeping, cooking, eating, and sanitation which meet the <br />minimum requirements of EMC Title 16, Building and Construction, and in which all habitable <br />rooms are internally accessible from within the dwelling.
