Terracon will review the laboratory results and <br />recommend PLM point count analysis, as appropriate. Fees for additional point count <br />analysis have not been included in this estimate. If additional point count analysis is <br />recommended, Terracon will contact the Client for authorization of additional fees. <br />The asbestos inspection will be performed by Asbestos Hazard Emergency Response Act <br />(AHERA)-accredited asbestos building inspectors as required by 40 Code of Federal <br />Regulations (CFR) Part 61, National Emissions Standards for Hazardous Air Pollutants <br />(NESHAP). Terracon will conduct a visual assessment of the project area to identify <br />materials suspected of containing asbestos (suspect ACM) such as thermal system <br />insulation, surfacing materials, and miscellaneous materials (e.g., built up roofing, <br />sealants). Samples of suspect ACM will be collected for laboratory analysis. Bulk sample <br />collection will be conducted in general accordance with the sampling protocols outlined in 40 <br />CFR 763.86. <br />Sample collection will result in some isolated damage to building materials; however, <br />attempts will be made to limit such damage to the extent necessary for sample collection. <br />Terracon will not be responsible for repair or touch-up of sample locations. In addition, <br />Terracon will not perform sampling that requires demolition or destructive activities such as <br />knocking holes in interior or exterior walls, dismantling of equipment or removal of <br />protective coverings without prior authorization from the Client. Reasonable efforts to <br />access suspect materials within known areas of restricted access (e.g., crawlspaces) will be <br />made provided these areas are not determined to be permit-required confined spaces, or to <br />pose a health or safety risk to Terracon personnel. Sampling will not include suspect <br />materials that cannot be safely reached with available ladders. <br />Given that roof sampling is requested by the Client, the Client agrees to defend and hold <br />Terracon harmless from subsequent liability and damages that may result by signing the <br />attached roof sampling release. Terracon will coordinate with the client on patching for roof <br />sampling locations. <br />Terracon will not climb onto steep roofs (greater than 4:12 slope) unless the Client provides <br />safe anchor points in accordance with Washington Administrative Code (WAC) 296-155- <br />24510. For low slope roofs, Terracon will use a second competent person as required by our <br />safety monitor system. The safety monitor system includes a second competent person on <br />site to perform safety monitor duties while the primary inspector conducts the roof <br />inspection and sampling. For low slope roofs, greater than 50 feet in width, a safety monitor <br />and warning line system is required. Inaccessible suspect roofing will be assumed ACM. <br />2.2 Lead-Containing Paint Sampling <br />Terracon will conduct sampling for lead containing paints from readily observable and <br />accessible surfaces. Terracon anticipates collecting up to 15 paint-chip samples for this <br />project. If additional samples are collected, Terracon will contact the Client for authorization
