As part of the security systems assessment, provide <br />recommendations to replace, re-purpose, or enhance existing <br />systems. <br />c. Develop budgetary estimates for recommendations for areas <br />of improvement and implementation strategies. Estimates to <br />include costs to repair/replace equipment and ongoing costs <br />such as licensing or storage and capital costs to install <br />enhanced security equipment. <br />d. Provide a cost-benefit analysis of the establishment of a <br />Security Operations Center for the City of Everett. <br />Phase III – Investigation and Research – Security Operations Hub <br />TASK 1 - Develop and deliver a draft Technical Memorandum and <br />Policy/Procedures Recommendations Report. <br />a. The report will include, at a minimum: <br />i. Executive Summary <br />ii. Introduction <br />iii. Review of Existing Conditions <br />iv. Evaluation of Options to include: <br />o Advantages <br />o Disadvantages <br />o Environmental and other considerations <br />o Summary of capital, operation, and life-cycle <br />maintenance costs <br />o Detailed recommendations
