18TH STREET PEDESTRIAN IMPROVEMENTS 3741 RMT July 03, 2024 25 1 2. A holiday weekend; holidays that occur on Friday, Saturday, Sunday or 2 Monday are considered a holiday weekend. A holiday weekend includes 3 Saturday, Sunday, and the holiday. 4 5 3. After *** 2:30 P.M. *** on the day prior to a holiday or holiday weekend, and 6 7 4. Before *** 7:00 A.M. *** on the day after the holiday or holiday weekend. 8 9 5. The two-hour period prior to and the two-hour period after the following 10 special events: 11 12 *** N/A *** 13 14 It shall be the Contractor’s responsibility to obtain the dates and times of all 15 events. 16 17 Traffic Delays 18 When AFADs or flaggers are used to control traffic, traffic shall not be stopped for 19 more than *** 20 *** minutes at any time. All traffic congestion shall be allowed to 20 clear before traffic is delayed again. 21 22 If the delay becomes greater than *** 20 *** minutes, the Contractor shall immediately 23 begin to take action to cease the operations that are causing the delays. If the *** 20 24 *** minute delay limit has been exceeded, as determined by the Engineer, the 25 Contractor shall provide to the Engineer, a written proposal to revise his work 26 operations to meet the *** 20 *** minute limit. This proposal shall be accepted by the 27 Engineer prior to resuming any work requiring traffic control. 28 29 There shall be no delay to medical, fire, or other emergency vehicles. The Contractor 30 shall alert all flaggers and personnel of this requirement. 31 32 General Restrictions 33 Construction vehicles using a closed traffic lane shall travel only in the normal 34 direction of traffic flow unless expressly allowed in an accepted traffic control plan. 35 Construction vehicles shall be equipped with flashing or rotating amber lights. 36 37 No two consecutive on-ramps, off-ramps, or intersections shall be closed at the same 38 time and only one ramp at an interchange shall be closed, unless specifically shown 39 in the Plans. 40 41 Roads or ramps that are designated as part of a detour shall not be closed or 42 restricted during the implementation of that detour, unless specifically shown in the 43 Plans. 44 45 Controlled Access 46 No special access or egress shall be allowed by the Contractor other than normal 47 legal movements or as shown in the Plans. 48 49 Contractor’s vehicles of 10,000 GVW or greater shall not exit or enter a lane open to 50 public traffic except as follows: 51 52
