Commissioning Plan Page 10 <br /> III. RESPONSIBILITIES <br /> A. General <br /> 1. All parties involved in the design and construction of the Facility bear <br /> responsibility in the Test process. The Test process supplements, or ideally <br /> merely formalizes the responsibilities of all parties. <br /> 2. The role of the CA is to oversee the process and assist in achieving the Test <br /> goals of the project. <br /> 3. Owner's A/E retains all responsibility for designs. <br /> 4. Contractors retain all responsibility for the installations. CA inspections and <br /> verification of the tests will determine the adequacy and completeness of the <br /> installations, to assist the contractor in providing a quality installation. The Cx <br /> tests do not replace the Contractor's responsibility for ensuring the systems are <br /> complete and functional. <br /> 5. The general contractor and subcontractors for each trade to be commissioned <br /> shall each designate an individual with whom the CA shall coordinate all <br /> commissioning activities. Contractors shall provide labor and materials to support <br /> commissioning requirements for their respective systems. <br /> 6. GC, A/E, Owner, and all Contractors are responsible to: <br /> a) Follow and implement the Commissioning Plan. <br /> b) Attend commissioning meetings as necessary. Alternates shall be identified <br /> during absences. <br /> c) Provide regular input on commissioning activities. <br /> d) Prepare schedules and startup plans for each system to be commissioned <br /> including completion dates and durations for installation, startup, static tests, <br /> dynamic tests, and other related activities. Update the schedule as <br /> appropriate and notify the CA ahead of time when commissioning activities <br /> are not yet performed or if scheduling will delay <br /> e) Examine and respond to CA design and submittal review comments. <br /> f) Ensure that all necessary building systems are complete and are operating in <br /> a safe manner. <br /> g) Provide skilled technicians familiar with the project, including equipment <br /> vendor representatives, equipment, and materials to execute startup and <br /> functional performance tests. Perform startup of all building systems in <br /> accordance with manufacturers' recommendations. <br /> h) Provide access to permit the CA to directly observe the performance of the <br /> equipment being started up. Provide ladders, scaffolding, and staging as <br /> required to permit direct observation of the performance of the equipment. <br /> i) Operate their equipment and system as required for performing the <br /> prefunctional checks, calibration checks, and functional testing to the <br /> approval of the CA. <br /> j) Provide labor and material to correct deficiencies found during <br /> commissioning activities in a timely manner to facilitate retesting activities <br /> within the commissioning schedule, without undue delay. <br /> k) Execute seasonal and deferred commissioning testing, as applicable. <br /> 7. Responsibilities are indicated below.
