Commissioning Plan Page 10
III. RESPONSIBILITIES
A. General
1. All parties involved in the design and construction of the Facility bear
responsibility in the Test process. The Test process supplements, or ideally
merely formalizes the responsibilities of all parties.
2. The role of the CA is to oversee the process and assist in achieving the Test
goals of the project.
3. Owner's A/E retains all responsibility for designs.
4. Contractors retain all responsibility for the installations. CA inspections and
verification of the tests will determine the adequacy and completeness of the
installations, to assist the contractor in providing a quality installation. The Cx
tests do not replace the Contractor's responsibility for ensuring the systems are
complete and functional.
5. The general contractor and subcontractors for each trade to be commissioned
shall each designate an individual with whom the CA shall coordinate all
commissioning activities. Contractors shall provide labor and materials to support
commissioning requirements for their respective systems.
6. GC, A/E, Owner, and all Contractors are responsible to:
a) Follow and implement the Commissioning Plan.
b) Attend commissioning meetings as necessary. Alternates shall be identified
during absences.
c) Provide regular input on commissioning activities.
d) Prepare schedules and startup plans for each system to be commissioned
including completion dates and durations for installation, startup, static tests,
dynamic tests, and other related activities. Update the schedule as
appropriate and notify the CA ahead of time when commissioning activities
are not yet performed or if scheduling will delay
e) Examine and respond to CA design and submittal review comments.
f) Ensure that all necessary building systems are complete and are operating in
a safe manner.
g) Provide skilled technicians familiar with the project, including equipment
vendor representatives, equipment, and materials to execute startup and
functional performance tests. Perform startup of all building systems in
accordance with manufacturers' recommendations.
h) Provide access to permit the CA to directly observe the performance of the
equipment being started up. Provide ladders, scaffolding, and staging as
required to permit direct observation of the performance of the equipment.
i) Operate their equipment and system as required for performing the
prefunctional checks, calibration checks, and functional testing to the
approval of the CA.
j) Provide labor and material to correct deficiencies found during
commissioning activities in a timely manner to facilitate retesting activities
within the commissioning schedule, without undue delay.
k) Execute seasonal and deferred commissioning testing, as applicable.
7. Responsibilities are indicated below. These responsibilities relate to the Cx
process and do not encompass all aspects of the project.
Clare's Place Ventilation Revision
IV Neudorfer Engineers, LLC.
