Assist the commissioning team during the Functional Performance Testing, as
required and directed by the CA.
L. CA Responsibilities
1. Coordinate and direct the commissioning activities in a logical, sequential and
efficient manner using consistent protocols, centralized documentation, and clear
and regular communications and consultations with all necessary parties.
2. Provide the services of a commissioning authority (CA) experienced in
commissioning, including the troubleshooting of equipment and systems and
qualified to develop and write, coordinate and schedule, and manage and
document FPTs and FPTs for systems to be commissioned.
3. Formally communicate with the GC/CM via approved project channels. Informal
communication and coordination will be conducted directly with the CA. As the
Owner's commissioning representative, it is expected that the CA will
communicate directly with A/E, as may be appropriate.
4. Keep the Owner's Representative advised regarding commissioning activities
and progress, equipment and systems performance, and any problems and
solutions thereto.
5. Develop a Cx Schedule for all Cx activities required by the Contract Documents
and integrate into the construction Progress Schedule, including:
a) Commissioning Plan preparation, submittal, and review.
b) Each required functional performance test.
c) Sequence of testing, including commissioning activity start-up prerequisites,
point-to-point testing, and balancing activities.
d) Submission and approval of test results.
6. Facilitate commissioning meetings that are agreed upon in the Cx start up
meeting.
7. Coordinate the participation of each Subcontractor, including the ETC, specific to
their start-up and testing responsibilities. Inform each Subcontractor as to what
their test and expected results will be prior to commissioning. Coordinate all
cross-systems testing.
8. Develop and coordinate the execution of a testing plan, observe and document
performance that systems are functioning in accordance with the documented
design intent and in accordance with the Contract Documents.
9. Revise as necessary the Cx Plan, check sheets, or performance tests.
10. Perform site inspections and create observation reports as necessary. Observe
the progress of the work to assure that installations of systems to be
commissioned are in accordance with the Contract Documents.
11. Observe and document performance that systems are functioning in accordance
with the documented design intent and in accordance with the Contract
Documents.
12. Create and manage the Cx Issue log. Manage all issues to their final resolution.
13. The CA is not responsible for design concept, design, design criteria, compliance
with codes, design or general construction scheduling, cost estimating, or
construction management. The CA may assist with problem-solving non-
conformance or deficiencies, but ultimately that responsibility resides with the
Contractor and the A/E.
Clare's Place Ventilation Revision
AfNeudorfer Engineers, LLC.
