Assist the commissioning team during the Functional Performance Testing, as <br /> required and directed by the CA. <br /> L. CA Responsibilities <br /> 1. Coordinate and direct the commissioning activities in a logical, sequential and <br /> efficient manner using consistent protocols, centralized documentation, and clear <br /> and regular communications and consultations with all necessary parties. <br /> 2. Provide the services of a commissioning authority (CA) experienced in <br /> commissioning, including the troubleshooting of equipment and systems and <br /> qualified to develop and write, coordinate and schedule, and manage and <br /> document FPTs and FPTs for systems to be commissioned. <br /> 3. Formally communicate with the GC/CM via approved project channels. Informal <br /> communication and coordination will be conducted directly with the CA. As the <br /> Owner's commissioning representative, it is expected that the CA will <br /> communicate directly with A/E, as may be appropriate. <br /> 4. Keep the Owner's Representative advised regarding commissioning activities <br /> and progress, equipment and systems performance, and any problems and <br /> solutions thereto. <br /> 5. Develop a Cx Schedule for all Cx activities required by the Contract Documents <br /> and integrate into the construction Progress Schedule, including: <br /> a) Commissioning Plan preparation, submittal, and review. <br /> b) Each required functional performance test. <br /> c) Sequence of testing, including commissioning activity start-up prerequisites, <br /> point-to-point testing, and balancing activities. <br /> d) Submission and approval of test results. <br /> 6. Facilitate commissioning meetings that are agreed upon in the Cx start up <br /> meeting. <br /> 7. Coordinate the participation of each Subcontractor, including the ETC, specific to <br /> their start-up and testing responsibilities. Inform each Subcontractor as to what <br /> their test and expected results will be prior to commissioning. Coordinate all <br /> cross-systems testing. <br /> 8. Develop and coordinate the execution of a testing plan, observe and document <br /> performance that systems are functioning in accordance with the documented <br /> design intent and in accordance with the Contract Documents. <br /> 9. Revise as necessary the Cx Plan, check sheets, or performance tests. <br /> 10. Perform site inspections and create observation reports as necessary. Observe <br /> the progress of the work to assure that installations of systems to be <br /> commissioned are in accordance with the Contract Documents. <br /> 11. Observe and document performance that systems are functioning in accordance <br /> with the documented design intent and in accordance with the Contract <br /> Documents. <br /> 12. Create and manage the Cx Issue log. Manage all issues to their final resolution. <br /> 13. The CA is not responsible for design concept, design, design criteria, compliance <br /> with codes, design or general construction scheduling, cost estimating, or <br /> construction management.
