Commissioning Plan Page 27
24. Witness Functional Performance Testing of systems and equipment and
recommend approval as applicable when Functional Performance Testing
requirements are met.
25. Optimize system settings as practical during Functional Performance Testing.
26. Witness, verify, and approve satisfactory completion of equipment, systems and
cross-systems FPT, based upon the Contract Documents requirements.
27. Obtain the signature of the designated witness on all data forms. If the witness is
unavailable at the scheduled time and location of the activity, so note, and
proceed per schedule without witness.
28. Review for accuracy, comment on, and approve specified close-out
documentation, including O&M manuals of equipment and systems included in
commissioning scope. Report any discrepancies to the GC and Owner.
29. Assist the GC with coordination of training materials and training agendas.
30. Submit final commissioning report and respective documentation. Revise as
necessary per Cx team review comments.
31. Recommend Substantial Completion when commissioning and training has been
successfully completed.
32. Coordinate any deferred FPT tests.
33. Issue addenda to final commissioning report as applicable.
IV. CX PROTOCOLS
A. Cx Coordination
1. CA shall solicit participation of the appropriate parties and ensure that the tasks
are being executed and responsibilities are being met.
2. CA shall report progress of the Cx to the Owner and CM/GC.
3. A/E shall notify CA of all design review or other key meetings relative to the CA's
scope of work at least two weeks in advance.
B. Sampling
1. The CA develops a sampling strategy, agreed upon by the Cx Team, when
multiple identical pieces of non-life-safety or non-critical equipment may be
functionally tested.
2. 20% Sampling — 10% Failure Rule will be utilized:
a) Randomly test 20% of identical equipment. The first 20% tested, constitute
the first sample.
b) If 10% of units in the first sample fail, test another 20% of the group.
c) If 10% of units in the second sample fail, test all remaining units in group.
d) If at any point, frequent failures are occurring, and testing is becoming more
troubleshooting than verification, the CA may stop the testing and require
the contractor to perform and document a checkout of the remaining units,
prior to continuing with testing of the remaining units.
C. Communication Protocols Relating to Cx
1. Correspondence shall generally be routed directly between corresponding
companies with copies going to all parties of the Cx Team. The primary
exception to this is when it relates to a work directive.
2. No communication from the CA shall be interpreted as a work directive. All
channels for directing work are dictated in the contract documents and the
Clare's Place Ventilation Revision
IV Neudorfer Engineers, LLC. Page 27 of 68 Everett, WA
