<br />6 <br />Project Labor Agreement (PLA) Administration & Negotiations <br />Intelligent Partnerships offers turn-key third-party administrative design by approaching client solutions <br />with a whole-system view. Specializing in Project Labor Agreement (PLA) services and Community <br />Workforce Agreements (CWA), our team of experts provides clients with experience throughout any <br />project. Our services also include Complex Contract Negotiations, Sub-Contractor Guidance, Program <br />Education, DEI Design, Labor Navigation, Workforce Development Design, and Compliance Delivery. <br />Our CWA and PLA services are customizable to the needs of our clients. We provide support through Pre- <br />Job Conferences, Pre-Bid/Pre-Construction Navigation, Compliance, Reporting and Documentation, Pre- <br />Hire Navigation, Pre-Apprenticeship, and Apprenticeship Utilization, MBE/SB/V/WBE Subcontractors, or <br />any combination of these services. <br />The Intelligent Partnerships team has a long history of working through complex, sensitive stakeholder <br />engagement and policy-creation processes that are in line with the City’s desired scope of work. We have <br />a team that provides significant subject matter expertise, facilitation experience, and strategic policy design <br />thinking that will specifically address the needs of the City and its partners. <br />Our team believes in initiative-taking and practical project management, as well as in close communication <br />with the client. Regular phone calls and e-mail communication keep everyone up to speed, avoid <br />misunderstandings, and ensure product delivery on time and on budget. Our commitment will apply all of <br />our knowledge, skills, and energy to execute the goals and methods identified in this proposal. Below, we <br />have identified our general approach and capabilities for each identified task outlined in this proposal. We <br />will collaborate with the City team to refine this approach as needed to suit the goals of the City. <br />IP recommends the following task-based approach and will adjust based on guidance from City <br />leadership, current project status, and mutually agreed support services. In designing appropriate tasks, IP <br />tried to focus on the most comprehensive, rapid response, and cost-effective approaches as follows. <br />PLA Negotiations <br />Provide Full PLA <br />Negotiation & <br />Support <br />• Coordinated support in negotiation strategy and process, collaborating with <br />City staff leadership, assigned legal counsel and partners as directed. <br />• Provide strategic technical advice to City senior leadership in the design of <br />the PLA program. <br />• Coordinate and lead the pilot program negotiations on behalf of the City. <br />Provide CWA <br />Stakeholder <br />Education Design <br />Support <br />• Provide a written communication model based on City priorities. <br />• Provide strategic technical advice to City senior leadership in the design of <br />PLA external messaging. <br />• Generate communication structure with external PLA partnerships. <br />• Provide PLA impact analysis as directed by the City. <br />
