Contractors have primary startup responsibilities with obligations to complete <br /> systems, including all sub-systems, so they are fully functional. This includes the <br /> complete installation of all equipment, materials, pipe, duct, wire, insulation, <br /> controls, etc., per the contract documents and related directives, clarifications, <br /> and project change orders. <br /> 4. CA shall verify that PFPTs have been completed by the Contractors. Begin <br /> Functional Performance Test for a given system only after the following are <br /> completed for that system has been successfully completed by the Contractors. <br /> a) Startup Report. <br /> b) Pre-Functional Performance Test checklist. <br /> c) Controls point-to-point and calibration report, as applicable. <br /> d) TAB Preliminary Report, and TAB back check, as applicable. <br /> e) Third Party or AHJ test report, as applicable. <br /> 5. The Contractor is expected to verify the functional readiness of systems to be <br /> tested prior to performing the tests in the presence of the CA. A high rate of test <br /> failure will indicate that the Contractor has not adequately verified the readiness <br /> of the systems. <br /> 6. Tests shall prove all modes of the sequences of operation, and shall verify all <br /> other relevant contract requirements. Begin Tests with equipment or components <br /> and progress through subsystems to complete systems. <br /> 7. Contractor shall provide access to permit the CA to directly observe the <br /> performance of the equipment being started up. Provide ladders, scaffolding, and <br /> staging as required to permit direct observation of the performance of the <br /> equipment. <br /> 8. CA and installing contractor or vendor shall perform the functional performance <br /> tests in a manner that essentially duplicates the checking, testing, and inspection <br /> methods established during the project-specific commissioning process steps. <br /> Methods for functional performance testing and verification include direct <br /> manipulation of system inputs (i.e. heating or cooling sensors), and manipulation <br /> of system inputs with the controls system (i.e. software override of sensor <br /> inputs). The Commissioning Authority determines which method, or combination <br /> of methods, is most appropriate. <br /> a) Verify the intended operation of individual components and system <br /> interactions under various conditions and modes of operation. Where <br /> checking, testing, and inspection methods are not specified, establish <br /> methods which will provide the information required. <br /> b) Perform each test procedure under conditions that simulate normal <br /> operating conditions as closely as possible. Where equipment requires <br /> integral safety devices to stop/prevent equipment operation unless <br /> minimum safety standards or conditions are met, have functional <br /> performance test procedures demonstrate the actual performance of safety <br /> shutoffs in a real or closely-simulated conditions of failure. <br /> St. Mary Magdalen ES <br /> Neudorfer Engineers, LLC.
